임금근로자의 국민연금 미가입 특성에 관한 실증분석

국문 초록

본 연구는 임금근로자 중 국민연금 사업장 가입 대상자의 미가입 특성을 실증적으로 분석하고자 시도했다. 실증분석에는 2015~2023년 기간 중 경제활동인구조사 근로형태별 부가조사 자료를 활용했고, 추정량으로는 선형확률모형을 적용했다. 사업장가입 대상자의 가입률은 같은 기간 동안 89.1%로 나타났으며, 특히 여성과 중장년층의 가입률이 두드러지게 개선됐다. 5인 미만 소규모 사업장의 미가입률은 여전히 높았지만 임금이나 종사상 지위를 통제하는 경우 그 격차는 크게 축소되었다. 이는 사업장 규모 자체보다 저임금 또는 비정규직 등 고용형태가 미가입에 더 밀접하게 관련되어 있음을 시사한다. 연령과 학력에 따른 미가입률 역시 유의미한 차이를 보였지만, 임금과 종사상 지위를 통제한 이후 그 격차는 상당 부분 감소했다. 개인 및 사업장 특성을 통제하고도 월평균 임금과 국민연금 미가입 여부 간의 관계는 지속적으로 확인됐지만, 근로시간, 경력, 고용 형태 등을 추가로 통제하면 임금 수준이 설명하는 효과는 제한적으로 나타났다. 또한 퇴직금 지급 여부, 급여 지급 방식, 유급휴가 및 상여금 수령 여부 등 고용의 공식성과 관련된 지표들 역시 미가입 여부와 밀접한 관계를 보였다. 이러한 결과는 국민연금 사각지대 해소를 위한 정책 설계 시 단순한 사업장 특성뿐만 아니라 인사관리의 공식성, 종사상 지위 등 고용의 질적 요소와 미적용 원인을 종합적으로 고려할 필요가 있음을 시사한다. 다만 본 연구는 상관관계에 기반한 실증분석으로, 엄밀한 인과관계의 규명은 아니라는 점에서 한계를 지닌다.

영문 초록

This study analyzes the characteristics of uninsured workers and blind spots in the national pension system. Specifically, it examines trends over time and assesses the explanatory power of job-related factors alongside workplace and individual characteristics. Using microdata from the Supplementary Surveys of the Economically Active Population Survey (2015–2023), the analysis shows that while the uninsured rate remains high in small workplaces with fewer than five employees, the gap narrows substantially when controlling for wages and occupational status. This indicates that employment types—such as low-wage or non-regular work—are more closely linked to non-coverage than workplace size itself. Differences in uninsured rates by age and education also diminish notably when wage and job status are accounted for. Even after controlling for individual and workplace factors, a negative association between average monthly wages and pension non-coverage persists, though additional controls like working hours, tenure, and employment type have limited explanatory power regarding wage levels. Furthermore, indicators of employment formality—such as retirement pay, payment methods, paid leave, and bonuses—are closely associated with non-coverage. These findings highlight the need for policies that address not only workplace characteristics but also qualitative employment factors, including personnel management practices, to effectively reduce pension blind spots. However, as this is a correlation-based empirical analysis, it does not establish strict causal relationships.
