국문 초록

본 논문은 2023년 8월 24일 후쿠시마 원자력 발전소의 방사능 오염수 해양 방류가 국내 수산물 가격에 미친 영향을 분석하였다. 실증분석을 위해 전국 도매시장 수산물 거래 데이터를 활용하였다. 실증분석 방법으로는 오염수 방류가 특정 시점에 발생한 점과 수산물 거래 결과를 분석한다는 점을 고려하여, 회귀 불연속 설계와 도구변수 추정법을 적용하였다. 분석 결과, 오염수 방류의 영향이 수산물의 원산지와 종류에 따라 다르다는 결과를 얻었다. 구체적으로는 전체 수산물의 경우 오염수 방류 직후 국산 수산물의 도매가격은 17% 상승한 반면, 수입 수산물은 5.4% 하락한다는 추정 결과를 얻었다. 수산물의 종류에 따라서는 어류의 가격 변화가 가장 크게 나타났는데, 오염수 방류 직후 국산 어류의 도매가격은 19.5% 상승했으나, 수입 어류의 경우 가격이 14.4% 하락했다. 이러한 실증분석 결과는 오염수 방류 이후 수산물 안전성에 대한 소비자 인식 변화가 차별적으로 작용한 결과로 해석되며, 어류의 가격 변화가 크게 나타난 것은 수입 수산물의 품목 다양성과 거래 비중이 상대적으로 높다는 수산물 시장의 구조적 특성에 기인한 것으로 보인다. 이는 이와 유사한 충격에 대해 수산물의 원산지 및 종류에 따라 차별화된 정책적 대응이 필요하다는 점을 시사한다.

영문 초록

This study examines the impact of the radioactive wastewater discharge from the Fukushima Daiichi Nuclear Power Plant on August 24, 2023, on seafood wholesale prices in South Korea. For the empirical analysis, nationwide transaction-level data from wholesale seafood markets were utilized. Given that the discharge occurred at a specific point in time and the study focuses on the outcomes of seafood transactions, the analysis employs a regression discontinuity design combined with instrumental variable estimation. The results indicate that the impact of the discharge varied by both the origin and type of seafood. Specifically, immediately after the discharge, the wholesale price of domestic seafood increased by 17%, while the price of imported seafood declined by 5.4%. By category, fish exhibited the largest price changes: the wholesale price of domestic fish rose by 19.5%, whereas that of imported fish fell by 14.4%. These findings suggest that the discharge led to differential changes in consumer perceptions of seafood safety, depending on origin and type. The pronounced price response in fish appears to stem from structural characteristics of the seafood market, such as the relatively high diversity of imported fish products and their substantial share in total transaction volume. These results highlight the need for differentiated policy responses based on product origin and type in the face of similar external shocks.
