국문 초록

이 연구는 해외 자국어 보급 기관에서의 교원 운영 현황을 살펴보고 시사점을 도출하는 데 목적이 있다. 이를 위해 해외 자국어 보급의 대표 기관인 공자학원, 괴테 인스티튜트, 알리앙스 프랑세즈, 영국문화원, 일본국제교류기금을 중심으로 살펴보았고, 미국 테솔 과정의 교원양성과정도 함께 살펴보았다. 조사는 2020년 10월~2020년 12까지 진행되었고, 조사 내용은 교원 양성, 교원 재교육 및 연수, 교원 채용, 교원 유형 및 직무, 자격 요건, 보수 및 처우, 교원 평가 및 관리에 관한 것을 살펴보았으며 서면 인터뷰 및 화상 인터뷰, 문헌 검토 및 기관 문의의 방식을 통해 조사하였다. 조사 결과 교원의 유형 세분화, 자격 연수및 직무 연수에 대한 논의 필요성, 양성과정 및 재교육과정의 체계화, 교원 복지 부분 등에 대한 시사점을 도출할 수 있었다. 이러한 시사점은 향후 세종학당과 같은 한국어 보급 기관에서 교원을 운영할 때 기초 자료로 활용될 수 있을 것이다.

영문 초록

This study aimed to analyze the current teacher management systems at foreign institutes engaged in the dissemination of their national language, and to draw overarching policy implications. The paper considers the cases of the Confucius Institute, the Goethe Institute, the Alliance Française, the British Council, and the Japan Foundation. The teacher-training programs organized by the US-based TESOL are also considered. Data were gathered between October and December 2020, and the data collection focused on teacher training, professional development, recruitment, types and roles, qualifications, remuneration, benefits, and evaluation. Data were collected by different methods, such as written interviews, real-time online interviews, document analysis, and other materials obtained through requests to the institutions. The policy implications of this analysis concern language teacher typology, the necessity of training, the systematization of training and professional development programs, and teacher welfare. The results can serve as basic reference materials for teacher management at institutes for the dissemination of the Korean language, such as the Sejong Institute.
