지적직 공무원 임용시험 과목 개선 연구

국문 초록

지적직 공무원이 되기 위해서는 국가기술자격인 지적산업기사 이상의 자격을 취득하고 공무원임용 시험령에서 정하고 있는 공개채용, 경력채용의 방식으로 필수 또는 선택 시험과목의 시험을 통과하여야 한다. 따라서 공무원임용시험령에서 정하고 있는 시험과목과 지적직 공무원이 하는 일, 관련 대학의 교과목 현황분석을 통하여 개선 방안을 마련하였다. 첫째, 일선 시·군·구 업무 현황을 적용하여 지적 법규는 필수 과목으로 토지 관계 법규는 선택과목으로 지정되어야 한다. 둘째, 도면 전산화가 완료되었으므로 제도 및 전산학은 폐지되어야 하고 응용측량학도 지적측량학과 중복됨으로 폐지되어야 한다. 셋째, 토지정보시스템과 지적전산학은 시대 흐름과 대학 교육 내용을 반영하여 토지정보체계론으로 변경이 필요하다. 마지막으로 공무원 임용 시험과목은 인사혁신처가 담당하며, 향후 지적직 공무원 임용시험 교과목 개선 시 지적 관련 전문가의 의견이 충분히 수렴되어 개선되어야 한다.

영문 초록

In order to become an Cadastral public Officials, he or she must acquire a qualification of Cadastral industry engineer or higher, which is a national technical qualification, and pass the examination of required or elective examination subjects in the manner of open recruitment and career recruitment as stipulated in the Civil Service Appointment Test Decree. Therefore, an improvement plan was prepared through the analysis of the examination subjects specified in the Civil Service Appointment Test Ordinance, the work of Cadastral civil servants, and the current status of related university subjects. First, by applying the current status of front-line city, county, and district work, Cadastral law should be designated as mandatory subject, and land-related law should be designated as optional subject. Second, since the computerization of the drawing has been completed, the system and computer science should be abolished, and applied measurement should be abolished due to overlapping Cadastral measurement. Third, the land information system and Cadastral computer science need to be changed to the land information system theory by reflecting the trend of the times and the contents of university education. Finally, the Ministry of Personnel Management is in charge of the civil service appointment examination, and when improving the subjects of the cadastral civil service appointment exam in the future, the opinions of cadastral experts should be sufficiently collected and improved.
