국문 초록

이 연구는 토지행정과 디지털 전환 간의 연계성을 검토하고, 주요 글로벌 의제를 심층적으로 분석하여 디지털 전환에 대응한 토지행정이 나아가야 할 방향을 제시하고자 한다. 이를 위해 디지털 전환에 따른 토지행정의 변화상을 논의하고, 이러한 변화를 촉진하는 사회·기술·정책적 동인을 탐색함과 동시에 관련 글로벌 의제의 동향을 분석하고자 하였다. 연구 결과는 다음과 같다. 디지털 전환은 공간정보의 생산·관리·융합·소비·유통을 가능하게 함으로써 토지 행정의 효율성과 투명성을 향상시킨다. 특히, AI, 블록체인, 고해상도 위성 영상과 같은 기술 활용의 중요성이 대두되고 있다. 그러나 사이버 보안 위험, 기술 격차, 규제 개혁은 지속적으로 해결해야 할 주요 당면과제이다. 따라서 디지털 전환이라는 글로벌 메가트렌드에 부합하는 지속가능하고 포용적인 토지행정 시스템을 구축하기 위해서는 이를 뒷받침할 수 있는 유연한 정책과 법률, 지속적인 혁신의 노력과 주도적인 국제 협력 활동이 필요하다.

영문 초록

This study examines the linkages between land administration and digital transformation, and provides an in-depth analysis of key global agendas to suggest directions for land administration in response to digital transformation. It discusses the changes in land administration due to digital transformation, explores the socio-technical and policy drivers of these changes, and analyses the trends in relevant global agendas. Main findings are as follows: Digital transformation improves the efficiency and transparency of land administration by enabling the production, management, fusion, consumption, and distribution of spatial information. In particular, the use of technologies such as AI, blockchain, and high-resolution satellite imagery is becoming increasingly important. However, cybersecurity risks, technological gaps, and regulatory reform continue to be major challenges. Therefore building a sustainable and inclusive land administration system that is in line with the global megatrend of digital transformation will require flexible policies and laws, continuous innovation efforts, and proactive international co-operation.
