GIS를 이용한 농촌마을 기초생활서비스 진단 분석

국문 초록

농촌마을은 도심지에 비해 경제 및 문화수준을 비롯하여 주민들의 삶의 질도 상대적으로 낮기 때문에 농촌마을 기초생활서비스 수준을 정확히 분석하여 정책마련에 활용하는 것이 중요하다. 본 연구에서는 농촌마을의 기초생활서비스 수준을 진단하기 위해 먼저 농촌마을로부터 기초생활서비스 진단지표 시설까지의 접근시간을 기초로 퍼지함수를 이용하여 진단지표별 접근성 표준화값을 계산하였다. 또한, AHP 전문가 설문조사를 통해 진단지표별 가중치를 계산하였으며, 이를 통해 지역거점서비스, 읍면생활권서비스, 응급안전서비스 지표군을 구성하고 있는 진단지표별 접근성을 GIS를 통해 분석할 수 있었다. 그리고 기초생활서비스 진단지표별 표준화값과 가중치값을 활용하여 종합지수를 계산하였다. 마을수를 기준으로 한 서비스 수준은 1등급 및 2등급 이상의 마을수 비율이 각각 42.1%와 89.5%로 나타났으며, 마을인구를 기준으로 한 기초생활비스 수준은 각각 60.4%와 93.4%로서 전라북도 농촌마을의 기초생활서비스 수준은 양호한 것을 알 수 있었다. 본 연구자료를 기초로 하여 향후 연구에서는 농촌마을별로 기초생활서비스 수준을 진단하여 맞춤형 정책을 수립하는데 활용하는 것이 중요하다고 판단된다.

영문 초록

Compared to urban areas, rural villages have relatively low economic and cultural levels, as well as residents' quality of life. Therefore, it is important to accurately analyze the level of basic living services in rural villages and use them in policy development. In this study, in order to diagnose the level of basic living services in rural villages, we first calculated standardized accessibility values for each diagnostic indicator using a fuzzy function based on the access time from the rural village to the basic living service diagnostic indicator facility. In addition, the weights of each diagnostic indicator were calculated through a survey of AHP experts, and through this, it was possible to analyze the accessibility of each diagnostic index that comprises the indicators of regional base services, municipal livelihood services, and emergency safety services through GIS. And a comprehensive index was calculated using the standardized and weighted values for each basic life service diagnostic index. As for the service level based on the number of villages, the ratio of the number of villages grade 1 and 2 or higher was 42.1% and 89.5%, respectively, and the level of basic living services based on the village population was 60.4% and 93.4%, respectively, which is 60.4% and 93.4%, respectively, in rural areas of Jeollabuk-do. It was found that the level of basic living services in the village was good. Based on this study data, it is judged important to diagnose the level of basic living services in each rural village in future research and use it to establish customized policies.
