국문 초록

본 연구는 스마트도시, 스마트빌리지, 스마트하우징, 프롭테크 등 4개 주요 사업유형을 대상으로, 스마트 공적공간과 사적공간의 구분을 통해 스마트서비스를 공간 단위별로 포지셔닝 하고, 이에 기반한 공간계획법의 개선방안을 도출하고자 한다. 생활·건강, 여가·문화, 교통· 안전·방재, 환경·경제, 커뮤니티·복지, 교육·역량 등 6대 서비스 분야를 기준으로 공간 단위 (건축물, 가로, 지구, 도시, 광역, 국가)별 서비스 적용 범위와 특성을 분석한다. 이 과정에서 Python과 R을 활용한 서비스 유사도 분석, GIS 기반의 공간적 배치 시각화를 통해, 서비스의 중복성, 연계 흐름, 적용 적정성 등을 실증 분석한다. 법제도 분석 결과, 현행 공간계획 체계는 스마트리전 수준의 광역계획 부재, 도시·군계획과 스마트도시계획 간 연결성 미흡, 스마트도시기반시설에 대한 고시 누락 등 구조적 한계를 지니고 있음이 확인되었다. 이에 따라 광역 스마트계획의 반영, 계획 간 의제 처리 확대, 기반 시설 고시 명문화 등이 제안되며, 사업유형별 특성에 맞춘 법·제도 정비가 필요하다. 또한, 프롭테크와 같은 민간 기반 서비스의 경우, 기술창업 연계와 리빙랩 기반의 지역 맞춤형 혁신 모델 도입이 강조된다. 본 연구는 스마트서비스의 실질적 공간 적용 가능성을 높이고, 공간계획법과의 연계를 통해 정책 실효성을 확보할 수 있는 기초자료를 제공할 수 있다는 점에서 학술적·정책적 의의가 있다.

영문 초록

This study investigates the spatial positioning of smart services by classifying them into public and private domains across four key project types: Smart City, Smart Village, Smart Housing, and PropTech. Smart services are categorized into six thematic areas—Living & Health, Leisure & Culture, Transportation & Safety, Environment & Economy, Community & Welfare, and Education & Capacity Building—and are mapped to corresponding spatial scales: building, street block, district, city, region, and nation. Analytical methods utilizing Python and R (including similarity measurement and clustering) were employed, and spatial visualization was performed using GIS tools. The legal analysis identified several structural limitations within the current spatial planning system. These include insufficient integration of regional-level smart planning, weak alignment between urban master plans and smart city plans, and the lack of official notifications designating smart infrastructure. To address these issues, the study proposes institutional improvements such as incorporating smart regions into metropolitan planning frameworks, enhancing procedural coordination between planning tiers, and formalizing the definition and designation of smart infrastructure through ministerial notifications. In addition, for industry-led domains such as PropTech, the study recommends strategies that foster startup ecosystems and establish local innovation models like living labs. By linking smart services to legal and institutional frameworks, this study contributes to improving the practical deployment and governance of smart technologies, ultimately enhancing their effectiveness and sustainability within spatial development policies.
