폐교대학 구성원 보호를 위한 정부 지원방안 고찰

국문 초록

우리나라는 0.78의 저출산율로 인해 학령인구가 감소하고 있으며, 이는 대학 환경에 큰 변화를 초래하고 있다. 한편, 정부는 대학 구조개혁을 통해 학교경영과 운영 상태를 평가하고 재정 지원을 통해 대학의 자율적 발전을 유도하고 있다. 그러나 지방대학부터 시작된 신입생 미충원 사태로 인해 대학의 생존 문제가 심각해지고 있으며, 재정 감소로 인해 운영이 어려워진 대학들이 폐교되는 사례가 발생하고 있다. 이에 따라 본 연구는 기존 폐교대학 사례와 정부의 대학 구조개혁 정책을 검토한 후, 향후 우리나라에서 나타날 수 있는 학령인구 문제점을 살펴보고자 한다. 이후, 대학의 폐교가 학생들, 교원과 직원, 학교법인 등에 미치는 부정적인 영향을 고찰할 것이다. 이를 기반으로 본 연구의 목적은 학생과 교원과 직원 보호, 학교법인 관련 제도개선 방안을 고찰하여 폐교로 인한 구성원 보호 방안에 관한 정부 지원방안을 제시하는 것이다.

영문 초록

South Korea has a declining school-age population due to a low birth rate of 0.78, which is causing major changes in the university environment. Meanwhile, the government is evaluating the management and operation status of universities through structural reforms and inducing autonomous development of universities through financial support. However, the survival of universities is becoming a serious issue due to the lack of freshman enrollment, which started from local universities, and there are cases of universities closing down because of difficulties to operate due to decreased funding. Therefore, this study reviews the existing cases of closed universities, the government's university structural reform policies, and examines the problems of the school-age population that may appear in Korea in the future. Then, the negative effects of university closure on students, faculty, and school corporations are examined. Based on this, the purpose of this study is to propose government support measures to protect students, faculty and staff, and school corporations by examining system improvement measures related to school corporations.
