국문 초록

기술경쟁의 파고 속 트럼프 2기 행정부 출범과 함께 인공지능(AI)을 비롯한 핵심신흥기술 (CET: Critical Emerging Technology)은 국제정치의 최우선 의제로 부상하고 있다. 자연스럽게 과학기술외교의 전략적 중요성이 증대되고 있는 상황인데, 이에 대한 이론적, 개념적 모색은 충분치 않은 상황이다. 이에 따라 본고는 기존 ‘과학외교(science diplomacy)’와 관련된 다양한 개념에 대한 검토를 바탕으로, 과학기술과 외교의 교차 지점에 있는 학술적, 전략적 논의를 국제정치의 핵심 개념인 ‘국익(national interest)’과 ‘권력(power)’에 대한 개념적 고찰을 바탕으로 설명하고자 한다. 한스 모겐소로 대표되는 국제정치이론의 고전적 현실주의(classical realism) 시각에서, 과학기술은 권력의 원천을 넘어 정치·군사·경제 등 기존 권력요소를 강화하고 국제질서의 구조적 변화를 야기하고 구성할 수 있는 핵심 요인으로 이해된다. 이러한 맥락에서 과학기술외교는 국제정치 질서 분석을 위한 이론적 통찰을 제공할 뿐만 아니라, 한국과 같은 중견국의 외교 전략 수립에도 실천적 함의를 제공한다.

영문 초록

Critical emerging technologies, including artificial intelligence, have risen to the forefront of the global political agenda amid intensifying technological competition and the inauguration of the second Trump administration. Consequently, the strategic importance of science and technology diplomacy has increased and this study attempts to explain the intersection of science, technology, and diplomacy through the core concepts of international politics, namely national interest and power, based on a review of existing concepts related to “science diplomacy.” As represented by Hans Morgenthau from the perspective of classical realism, together with science and technology studies, science and technology are not only sources of power but also key factors that can reinforce traditional elements of power, such as political, military, and economic, and shape structural changes in the international order. In this context, science and technology diplomacy provides theoretical insights and practical implications for elaborating the foreign policy strategies of middle-power countries, such as the Republic of Korea.
