국문 초록

이 연구는 이스포츠 산업의 급격한 발전과 변화하는 산업 환경에 대응하기 위해 제정된 '이스포츠 진흥에 관한 법률'(이하 이스포츠법)의 현황과 개선 방향을 중요도-수행도 분석(IPA)을 통해 살펴보고자 한다. 한국은 이스포츠의 글로벌 선도국으로 자리매김하고 있으나, 시장 주도의 성장 속에서 다양한 산업적 문제와 제도적 미비점이 함께 대두되고 있다. 이에 본 연구는 이스포츠법이 산업 발전에 실제적으로 기여하고 있는지를 점검하고, 법적 프레임워크의 개선 필요성을 구체화하는 데 목적이 있다. 이를 위해 이스포츠 대회 주최사, 방송 관계자, 게임업계, 공공기관, 교육계 등 다양한 이해관계자를 대상으로 설문을 실시하고, 각 조항의 중요성과 수행도를 평가하였다. 분석 결과, 일부 조항은 높은 중요성에도 불구하고 수행도가 낮아 집중적 개선이 필요한 영역으로 확인되었다. 특히 풀뿌리 이스포츠 활성화, 자금 지원, 인력 양성 등의 분야가 주요 개선 대상에 속했다. 반면, 기본계획 수립과 국제 대회 유치 등은 현 상태를 유지하거나 강화할 필요가 있는 것으로 나타났다. 또한 해외 주요국(미국, 유럽, 중국)의 관련 법률과 비교한 결과, 한국의 이스포츠법은 산업 진흥에 중점을 둔 독창적이고 진보적인 접근을 보이고 있으나, 사회적 인식 개선, 환경 지속 가능성, 장애인 참여 보장과 같은 새로운 분야의 보완 필요성이 제기되었다. 본 연구는 이를 반영해 이스포츠법이 보다 실효적이고 지속 가능한 산업 발전을 지원할 수 있는 개선 방향과 정책적 시사점을 제시한다.

영문 초록

This study aims to examine the current status and improvement directions of the “Esports Promotion Act” (hereinafter referred to as the Esports Act) using Importance-Performance Analysis (IPA), in response to the rapid development and evolving environment of the esports industry. As a global leader in esports, South Korea has experienced significant industrial growth alongside various challenges and institutional gaps. The purpose of this research is to assess whether the Esports Act effectively contributes to the growth of the industry and to identify areas for improvement within its legal framework. To achieve this, surveys were conducted among various stakeholders, including tournament organizers, broadcasters, game companies, public institutions, and academia, to evaluate the importance and performance of the act’s provisions. The analysis revealed that certain provisions, despite their high importance, demonstrated low performance, indicating a need for focused improvement. Key areas requiring attention included grassroots esports development, financial support, and talent cultivation. On the other hand, provisions related to basic planning and international event hosting were identified as areas that should be maintained or enhanced. A comparative analysis with major countries (the United States, Europe, and China) showed that South Korea’s Esports Act takes a unique and progressive approach by focusing on industry promotion. However, areas such as improving public perception, ensuring environmental sustainability, and guaranteeing the inclusion of disabled participants were highlighted as requiring further development. This study presents improvement strategies and policy implications that aim to make the Esports Act more effective and sustainable in supporting the growth of the esports industry.
