대학 교수학습센터 운영 사업의 통합적 성과평가방법에 관한 소고

국문 초록

본 연구는 교수학습센터 사업의 통합적 성과평가방법을 설계하고 실증적 자료를 통해 검증해 보고자 하였다. 이를 위해 사업의 성과를 객관적 성과와 주관적 성과로 나누고, 객관적 성과평가를 위한 기준으로 효율성을, 주관적 성과평가를 위한 기준으로 박혜영(2009)에 의해 개발된 교육프로그램의 서비스 품질(Educational Program Quality)이라는 측정기법을 사용하였다. 부산광역시에 소재한 K대학교의 교수학습센터에서 운영하고 있는 사업을 대상으로 하였으며, 각 사업프로그램의 목적에 따라 특색화되어 있는 사업의 전체 운영 결과 및 실적의 기초자료들을 활용하였다. 객관적 성과평가를 위해 자료포락분석(DEA)을 실시하였으며, 주관적 성과평가를 위해 각 사업별로 수혜자들이 인식하는 교육서비스의 기대수준과 만족수준간의 차이값을 활용하였다. 그리고 각 사업별 객관적 성과와 주관적 성과를 통합하기 위해 IPA방법론을 사용하였다. 그 결과, 사업별 효율성이 높고 교육서비스 품질의 질이 높은, 즉 바람직한 성과를 낸 사업이 확인되었으며, 반면 효율성 점수와 교육서비스 품질수준이 모두 낮아 우선순위가 가장 떨어지는 것으로, 투입요소에 대한 정책적 통제가 필요한 사업영역도 확인할 수 있었다. 이와 같이 교수학습센터 사업의 성과평가에 대한 통합적 분석방법을 시도해 봄으로써 사업의 양적, 질적 성과평가의 결과를 아우를 수 있으며, 향후 교수학습센터 사업이 역점을 두어야 하는 것과 나아가야 할 방향이 무엇인지에 대해 시사점을 찾을 수 있다. 또한 이를 통해 대학에서 교수학습센터의 사업성과를 높이려는 방법이나 전략을 도출함에 있어 아이디어를 얻을 수 있을 것이다.

영문 초록

The purpose of this study is to analyze the integrated performance evaluation of the programs operated by the university s center for teaching and learning. This study analyzed for the teaching support programs operated by K university s center for teaching and learning in Busan. The objective performance evaluation used budget, manpower, facilities as the input variables and the number of users and satisfaction as the output variables. And the data envelopment analysis was performed. The subjective performance evaluation used the educational program quality developed by Park, Hye young (2009). Educational program quality is a method to confirm the level of expectation and satisfaction of the education service and confirm the difference between them. In order to analyze the performance of the programs operated by the center for teaching and learning, the Importance-Performance Analysis (IPA) was conducted by integrating objective and subjective performance evaluation. As a result, in the CCR model and the BCC model, some programs showed high efficiency respectively. In addition, the educational program quality was high in those programs. On the other hand, some programs showed the lowest priority due to the low efficiency score and the educational program quality. In this way, by analyzing the integrated of the performance evaluation of the programs operated by the center for teaching and learning, it becomes possible to know what programs should be emphasized in the future. And it helps us explore what the direction of the center for teaching and learning s programs should be. As a result of this, it can be used to derive a method or strategy for enhancing the performance of the university s center for teaching and learning.
