국문 초록

본 논문은 미군 기지촌을 초국적 지대로 규정하고, 이 공간에서 성(性)과 빈곤이 인종화와 결합하여 위계와 배제를 생산·재생산하는 과정을 분석한다. 먼저 구약 내러티브의 민족주의적 수사가 근대적 인종화와 결탁할 수 있는 경로를 비판적으로 검토하며, 한국 현대사에서 민족주의가 성과 빈곤 이데올로기와 만나 ‘우리’/‘타자’의 경계를 정당화해 온 방식이 인종화 과정이었다고 주장한다. 또한 기지촌에서 한국 여성과 혼혈 아동에 대한 낙인과 통제가 성-빈곤-민족주의의 결절점에서 작동했음을 논의한다. 한편, 1990년대 이후 글로벌 자본 이동과 신자유주의적 다문화주의 속에서는 기지촌이 국제적 성산업·결혼시장으로 재편되는 양상을 추적한다. 특히 러시아/동유럽 여성에 대한 상징적 정복의 욕망과, 필리핀/동남아 여성에 대한 저가·대체 가능·통제 가능성의 상상이 서로 다른 양상으로 나타나지만 공히 인종주의와 여성혐오, 그리고 민족주의적 남성성의 회복 욕구에 의해 지탱됨을 밝힌다. 동시에 이주 여성들을 단순한 피해자로 환원하지 않고, 송출국-한국-미군이라는 비대칭 권력 속에서 제도적 틈새를 활용하고 위험을 관리하는 행위성(agency)을 포착한다. 결론에서는 가톨릭 사회교리, 비판적 인종이론, 페미니즘, 민중신학을 매개로 교회가 시혜와 도덕화의 언어를 넘어 구조적 불의에 대한 연대와 개혁으로 나아가야 함을 제안한다. 기지촌은 한국 사회의 인종주의적 질서 형성을 가시화하는 시험장이며, 성과 빈곤의 인종화를 해체하기 위한 학술적·신학적 개입의 현장이다.

영문 초록

This paper conceptualizes U.S. military “camptowns” in Korea as transnational borderlands and analyzes how sexuality and poverty conjoin with racialization to produce and reproduce hierarchy and exclusion. It first interrogates biblical-nationalist rhetoric and its modern entanglements with racialization, clarifying how Korean nationalism, coupled with sexual ideology and poverty, has repeatedly legitimated the boundary between “us” and “others.” Turning to the pre-1990s era, the study shows how stigmatization and control of Korean women and mixed-race children operated at the nexus of sex-poverty-nationalism. It then traces the post-1990s reconfiguration of camptowns, amid global capital flows and neoliberal multiculturalism, into transnational sex and marriage markets. Within this economy, the preference for Russian/Eastern European women as objects of symbolic conquest, and the contrasting construction of Filipina/Southeast Asian women as cheap, replaceable, and controllable, appear as different faces of the same formation: racism, misogyny, and the drive to restore nationalist masculinity. At the same time, the paper resists reducing migrant women to pure victims, foregrounding their agency as they navigate asymmetric regimes spanning sending states, Korea, and the U.S. military. The conclusion—drawing on Catholic social teaching, critical race theory, feminist thought, and Minjung Theology—urges a move beyond charity and moralism toward solidarity and structural reform. Camptowns are a proving ground where Korea’s racial order is made visible; dismantling the racialization of sex and poverty requires scholarly, pastoral, and political interventions in concert.
