자율방범대 활성화 방안: 지방의회 조례를 중심으로

국문 초록

자율방범대 제도는 1963년 도입된 이래 70년 이상 유지되었다. 그동안 자율방범대는 야간 취약 시간대에 순찰 활동을 하면서 범죄 신고, 청소년 선도 등 경찰의 범죄예방 활동을 지원하는 자원봉사 조직으로 비공식적인 사회통제 활동으로 지역의 범죄통제 능력을 높이는데 크게 기여하였다. 특히, 자율방범대가 자발적으로 지역주민들의 참여(봉사)로 지역의 치안 문제를 해결하기 위하여 경찰과 공동생산으로 지역문제를 해결하는 조력자로서 중요한 역할을 수행하고 있다. 또한 점차 복잡·다양 해지는 지역문제에 있어서 경찰의 역할(경찰력의 한계)을 일정 부분 담당하고 있다는 점에서 자율방범대에 대한 역할은 더욱 중요하다고 할 수 있다. 따라서 자율방범대에 대한 지원과 협력은 매우 필요하다고 할 수 있다. 이러한 자율방범대의 활성화를 위하여 2022년 4월 26일 ｢자율방범대 설치 및 운영에 관한 법률｣로 제정·공포되어 시행되어 오고 있지만 이 법령들은 구체적인 내용이 다소 부족하여 활성화에는 미흡하였다. 따라서 본 연구에서는 지역주민들의 의사가 반영되는 최종적인 정책인 조례를 분석하고 이를 바탕으로 자율방범대 활성화 방안(지원)을 제시하고자 하였다. 첫째, 경비 및 행사지원 방안으로 활동 지원 수당, 교육 수당, 근무수당 신설, 둘째, 장학금 지원 신설, 셋째, 포상을 구체화하고 확대, 넷째, 지역사회와 네트워크를 강화하여 지역 치안 거버넌스의 구축이다. 이러한 연구 결과를 바탕으로 지역의 특성이 반영된 조례를 제정하고 실행한다면 자율방범대의 활동이 활성화가 될 것으로 생각된다.

영문 초록

The autonomous crime prevention system has been around for more than 70 years since its introduction in 1963. Until now, the voluntary crime prevention organization has contributed greatly to improving the local crime control ability through informal social control activities as a volunteer organization that supports police crime prevention activities such as crime reporting and youth leadership while patrolling during vulnerable times at night. In particular, the voluntary participation (volunteer) of local residents is playing an important role as a helper in solving local problems through joint production with the police. In addition, the role of the autonomous crime prevention team can be said to be even more important in the future in that it plays a part in the role of the police (limits of police power) in increasingly complex and diverse local problems. Support and cooperation for autonomous crime prevention teams are very necessary. On April 26, 2022, the ｢Act on the Establishment and Operation of Autonomous Guard｣ was enacted and promulgated and implemented to revitalize these autonomous guards, but these laws were insufficient to revitalize them due to the lack of specific details. Therefore, this study attempted to analyze the ordinance, which is the final policy that reflects the intentions of local residents, and to suggest a plan (support) to activate autonomous guards based on a survey. First, as a cost and event support plan, activity support allowance, education allowance, and work allowance, second, scholarship support, and third, a plan to specify and expand rewards. Fourth, it is the establishment of local security governance by strengthening local communities and networks. Based on these research results, it is thought that the activities of autonomous guards will be activated if ordinances reflecting regional characteristics are enacted and implemented.
