국문 초록

중국의 보안서비스업의 역사는 과거 봉건사회에서 상인을 보호하거나 귀중품을 운송하는 일종의 산업화 된 “표국(镖局)”, “표행(镖行)”에서 비롯되었다. 이후 중국정부는 사회주의 현대화로 바뀌면서 민생치안에 대한 욕구는 날로 증가하였고, 1984년 12월 중국 최초의 기업적 성격의 보안서비스업체가 심천셔코우공업구(深圳蛇口工业区)에 설립된 이후 보안서비스업은 전국 각지의 대도시를 중심으로 빠르게 확산 되었다. 중국 보안서비스는 일반적인 서비스영역에서 점점 다양한 형태의 보안서비스까지 확대되고 있으며 서비스 형태상 경찰력의 보조적 성격이 강하였다. 또 중국의 보안시장은 아직 외국 보안서비스기업에 완전히 개방되지 않고 있으며, 정부 책임 부서의 보안서비스업체에 대한 관리는 정부와 기업이 독립되지 않고 정부가 보안서비스업체에 대해 관리감독을 하는 방식으로 변화 중이다. 그리고 보안서비스업체는 현재 재산권이 모호한 집단소유제나 국가 소유제의 재산권제도에서 점차 민영화의 방향으로 발전시키고 있다. 이러한 중국 보안서비스시장이 더욱 발전하기위해서는 통제능력을 강화하여 보안서비스업의 시장화를 이루어야하고 점진적으로 현재의 보안조직을 정리정돈하고 보안인력을 공안기관의 관리감독범위로 귀속시켜야 할 필요가 있다. 또 보안인력의 직업정신을 강화하여 보안서비스업의 부정적인 인식도 개선해야 할 것이다 그리고 보안고등직업교육을 발전시켜 보안서비스업의 성장의 추진력을 키워야하는 것과 보안직업자격 인증제도를 시행하여 보안인원의 자격조건을 확정하고 보안서비스업의 서비스능력을 향상시켜야하는 것도 중국 보안서비스 시장의 안정적 발전을 위하여 필요하다.

영문 초록

This study has been approached by exploratory methods and proposes the development procedure of Chinese security service as well as current assignments. There were security agencies, which are referred as an industrialized way of securing people or valuables in feudal society of the past. As Chinese government has been changed to modernized communism and the demand for social security has arisen, the security service firm started to widen its market range with large cities as center through the first establishment of the first security service firm in China. Chinese security service has its strong character of subsidiary for public police force extending the field from usual service to diversified service types. Also, Chinese security service is still not perfectly opened for foreign services and is changing to under management of related government department, which independency between government and private service cannot be found. The recent ownership of security service firms is showing their evolution by changing from group-ownership, which can be ambiguous and government-ownership to private-ownership. The achievement of marketizing Chinese security service and gradual arrangement of current security groups and reverting security service manpower to government shall be done through reinforcement of the control power of Chinese security service market. The improvement of negative awareness towards current security service is also required through reinforcement of occupational spirit. Developing the higher security service education for enlarging the momentum of security service development and initiating the certification policy for qualified security service and the assignment of improving security service ability have been introduced in this study.
