자치경찰기구의 갈등관리 전략 - 제주특별자치도 중심으로

국문 초록

제주특별자치도가 특별법을 통하여 전국에서 최초로 자치경찰제도를 도입·시행한지 4년이 경과하고 있지만 정원부족, 업무의 과중, 도민 인지저하의 문제를 여전히 안고 있다. 출범 초기부터 자치경찰기구가 도본청의 자치경찰단과 행정시의 자치경찰대로 이원화되면서 제기된 설치위치의 문제는 기존 행정조직과 자치경찰기구의 집단 갈등 형태로 점차 표출되고 있고, 뚜렷한 특징적인 조직문화를 갖추기도 전에 상이한 조직문화를 가진 일반 행정직 공무원과 통합되면서 이질적 조직문화의 충돌로 인한 조직 갈등이 잠재되어 있는 상태다. 또한 신규 임용된 자치경찰은 조직하위문화를 구축하여 국가경찰 출신 자치경찰과 마찰을 일으킬 수 있다는 점에서 복잡한 갈등의 양상이 내재되어 있다. 경쟁가치모형에 따라 조직문화가 조직효과성에 영향을 미친다는 공공기관에 대한 실증연구 결과도 상당수 발표되고 있고, 정부조직개편을 거듭하면서 상이한 조직문화를 가진 조직간 통합에서 나타난 문제점을 해결하기 위한 전략이 논의되고 있다. 이 논문은 그러한 선행연구의 결과를 바탕으로 문헌조사와 면접, 도의회회의록을 통한 간접경험을 통하여 자치경찰기구의 조직효과성을 증진시키기 위한 방안을 도출하고자 하였다. 그 결과 자치경찰에 대하여 조직문화의 특수성을 인정하여 기존의 도 본청 조직에 비하여 어느 정도 독립적인 지위를 부여하는 것이 바람직하고, 잠재적 조직 내부 갈등을 해결하기 위하여 조직융합관리가 필요하며, 조직융합관리를 위하여 제주특별자치도 자치경찰만의 독창적이면서 설치목적에 부합하는 조직문화의 구축이 필요할 것으로 보인다.

영문 초록

It has been four years since Jeju Special Self-Governing Province adopted the municipal police system through establishment of special law for the first time in the country. However, there still exist some problems such as short hands, overburden of tasks, and lack in recognition. From the early stage, this municipal police organization started with a 2-based system of province hall's police and administrative city's police, causing a potential problem with its setup of organizational structure. This is now bringing forth the collective conflicts between the existing administration system and the newly added municipal police organization more and more. Even before the step of clearly established organizational culture, the organizational conflict lies due to the heterogeneous discord cultures in the course of integration with a general administrative personnel unit which has the quite different culture. In addition, another complicated aspect adds to the problem in that the newly hired municipal police personnel builds up their own cultural infrastructure and this is likely to generate any conflict with the group of existing national Our society nowadays sees the increase in damage from crime on lives and properties by leaps and bounds in line with the economic take-off, and as a result, the raise of individual income. When considering such a hike in crime, it is desirable that the police framework be enhanced. However, thanks to the failure to correspond to this, it could be safely said that a good portion of accountability was shifted to the private security industry in regard to security for the people. police personnel. Many empirical research results regarding the public entity have been reported that the organizational culture is influential to organization efficacy according to the competing value model. Some strategies are under discussion on the possible resolutions to those problems that take place in combining the organizations with different system cultures when the governmental organizations go through structural change. This paper aims at the alternative solution to improve the organization effect of municipal police system, based on those precedent works via the literature research and interview and the indirect experience through records in the minutes of province meetings. As a result of work, it is recommendable that the special attention be paid to some allowance of independent position for municipal police unit in recognition of organizational uniqueness in comparison with province hall unit, the management of organizational integration for the resolution of any potential inter-organization disagreements, and the construction of organizational culture unique to Jeju Special Self-Governing Province's municipal police and corresponding to its original purpose for integral organization management.
