국문 초록

천안함 침몰 및 연평도포격 사건 이후 정부는 국가위기 관리 시스템의 전반적 정비에 나섰다. 두 사건은 국가적 상황의 큰 위기상황이었다. 그러나 정부가 대응하는 과정은 문제점이 한두 가지가 아니었다. 천안함 사태 경우 예상하고도 대비하지 않은 태만은 감사 결과 드러난 우리군 지휘부의 가장 큰 문제점이었다. 그동안 전술토의 등을 통해 북한이 잠수정을 이용해 은밀히 공격할 가능성이 높은 것을 예상 했음에도 이를 방치하고 사건 발생 이후 대응에도 많은 곳에서 문제점이 있었다. 연평도폭침역시 북한의 다양한 도발 징후에 대한 정보감시체계와 초동조치 및 위기관리체제 보완, 민, 관, 군, 경 통합 해상구조 체계 발전, 군사력 건설 방향 재조정을 포함한 ‘국방개혁 2020’도 재점검 할 필요성을 제기하고 있다. 특히 잠수함과 특수부대, 대량살상 무기 등 북한의 비대칭 전력과 침투 도발전력에 대응하기 위한 전력을 우선 보강하여야 한다. 아울러 보고체계 미흡 등으로 초동조치의 미흡과 미숙한 대처로 국민들의 안보 우려감을 자아낸 정신적 이완 문제는 통렬히 반성해야 할 사항이다. 본고에서는 천안함 침몰사건과 연평도폭침사건을 교훈삼아 전 평시 위기 발생 시 우리군의 위기관리 시스템의 문제점과 국가의 위기관리체계를 검토하여 철저한 대응방향을 제시하고자 함에 있다.

영문 초록
