국문 초록

본 연구는 해양수산 분야 공적개발원조(ODA)가 개발도상국의 인적개발과 소득불평등에 미치는 영향을 실증적으로 분석하는데 목적이 있다. 이를 위해 2010년부터 2022년까지 경제협력개발기구(OECD), 개발원조위원회(DAC)로부터 해양수산 ODA를 지원받은 115개국의 패널 데이터를 활용하고, 고정효과모형을 적용하여 분석을 수행했다. 분석 결과, 해양수산 ODA는 인적개발지수(HDI)에 통계적으로 유의미한 영향을 미치는 것으로 나타났으나, 예상과 달리 부(-)의 상관관계를 보였다. 이는 무분별한 재정지원형 ODA가 수원국의 인적개발을 저해할 수 있음을 시사한다. 반면, 해양수산 ODA와 소득불평등(GINI) 간의 관계는 통계적으로 유의하지 않았으며, ODA와 거버넌스(WGI) 간의 매개효과 또한 유의미하지 않은 것으로 나타났다. 이러한 결과는 ODA가 단순한 자금 지원을 넘어, 수원국의 제도적 역량 및 정책 환경을 종합적으로 고려한 전략적 접근이 필요함을 보여준다. 특히, 해양수산 ODA 가 지속가능발전목표(SDGs)를 효과적으로 달성하기 위해서는 제도개선과 정책조정이 병행되어야 함을 강조한다.

영문 초록

(Purpose)This study aims to empirically examine the impact of official development assistance (ODA) in the oceans and fisheries sector on human development and income inequality in developing countries. Given the increasing emphasis on sustainable oceans governance and inclusive development, the research seeks to assess whether marine-related aid contributes meaningfully to recipient countries’ socioeconomic progress. (Method) Using panel data from 115 recipient countries that received oceans and fisheries ODA between 2010 and 2022, this study applies a fixed effects model to identify causal relationships. Data sources include the OECD Development Assistance Committee (DAC) and indicators such as the Human Development Index (HDI), GINI coefficient, and Worldwide Governance Indicators (WGI). (Results) The analysis finds that oceans and fisheries ODA has a statistically significant but negative association with the Human Development Index (HDI), suggesting that uncoordinated, finance-driven aid may hinder human development in recipient countries. In contrast, no statistically significant relationship was observed between oceans and fisheries ODA and income inequality (GINI). Additionally, the mediating role of governance (WGI) in the relationship between ODA and development outcomes was found to be insignificant. (Implications) The findings underscore the need for a paradigm shift in marine and fisheries ODA from financial input-centered models to more integrated, institutionally aware approaches. Policy interventions should prioritize strengthening local governance capacity, policy coherence, and institutional reform in recipient countries. To align oceans and fisheries ODA with the Sustainable Development Goals (SDGs), particularly SDG 14 (Life Below Water) and SDG 10 (Reduced Inequalities), donor countries must design aid strategies that support long-term human capital development and promote inclusive, accountable marine governance systems. Without such strategic reorientation, the developmental effectiveness and sustainability of oceans and fisheries ODA may remain limited
