국내 디지털 물류 실증사업의 사례 및 함의

국문 초록

전 세계적으로 디지털 정부가 화두가 되며 물류 부문에서도 디지털 물류라는 분야로 학술, 연구, 정책화 등이 주요한 관심사로대두되었다. 본 연구에서는 그 간의 종료된 국내 디지털 물류 실증사업에 관하여 사례를 검토하여 다층적 관점에서 주요 성과와시사점을 분석하고 향후의 동일/유사 주제로 지속하는 개선 방향을 도출한다. 최초로 정부(국토교통부)는 21년부터 지방자치단체를 대상으로 디지털 물류 분야에서 실증사업을 공모하여 추진해 왔으며, 본 연구는 21년과 22년에 이 사업에 참여하여 종료한 지자체들(김천시, 제주특별자치도, 청주시, 서울특별시, 인천광역시, 김해시, 익산시)의 실증 사례를 중심으로 각 사업별 목표, 추진내용과 성과 등을 검토하였다. 선행연구 및 실증 사례 등을 통해 디지털 물류의 개념과 필요성을 검토하고 실증 결과로부터 도출되는 정책적·산업적 시사점을 제시하였다. 연계하여 실증사업에서 도출된 문제점을 바탕으로 지속가능한 디지털 물류 분야의 선순환 생태계 마련을 위한 향후 개선사항도 도출하였다. 장기간 거대 규모의 사업비를 투입한 7개의 광역 및 기초 지자체들의 실증사업 사례연구 결과물은 향후 국내·외 디지털 물류 정책 수립과 관련 신물류 산업 혁신에 중요한 참고자료가 될 것으로 기대된다.

영문 초록

With the global rise of digital government as a central policy agenda, the logistics sector has also witnessed growing interest in the domain of digital logistics—spanning academic research, practical implementation, and policy development. This study reviews completed digital logistics demonstration projects implemented in South Korea, aiming to analyze their major outcomes and implications from a multi-dimensional perspective. Furthermore, it proposes future directions for improvement in similar or extended initiatives. Since 2021, the Ministry of Land, Infrastructure and Transport (MOLIT) has been promoting digital logistics demonstration projects through open calls targeting local governments. This study focuses on case analyses from seven local and metropolitan governments that participated in and completed these projects in 2021 and 2022: Gimcheon, Jeju Special Self-Governing Province, Cheongju, Seoul, Incheon, Gimhae, and Iksan. Each case was examined in terms of its objectives, implementation strategies, and achieved outcomes. By integrating findings from prior literature and empirical cases, this research explores the conceptual framework and necessity of digital logistics, and derives policy and industrial implications from the demonstration results. Additionally, the study identifies areas for improvement based on issues encountered during the implementation phase, with a view to fostering a sustainable and virtuous ecosystem for digital logistics. The results from these large-scale demonstration projects, conducted by seven local governments with significant public investment, are expected to serve as valuable references for the formulation of future digital logistics policies and for driving innovation in the emerging smart logistics industry, both domestically and internationally
