국문 초록

이 연구는 경찰의 기능과 계급에 따른 스토킹업무 인식 차이를 직무만족, 직무역량, 직무스트레스를 중심으로 분석하였다. 이 를 위해, 2022년 경찰청의 「스토킹처벌법 및 경찰 추진정책에 대한 내·외부 인식도 및 개선방안」보고서에서 수집된 경찰관 대상 설문자료 368건으로 요인분석, 상관분석, ANOVA를 실시했다. 분석 결과, APO와 여청수사는 타 기능보다 전반적으로 부 정적인 인식을 보였고, 지역경찰은 직무역량에만 부정적이었다. 계급별로는 경감 이상은 대체로 긍정적인 인식을, 경위 이하는 부정적이었다. 이에 따라 APO와 여청수사의 업무 부담 해소를 위해 현실적인 직무분석을 통한 조직 및 인력 재배치, 합리적 업 무 분담, 인력 충원 등의 개선이 필요하다. 또한 경감 이상의 팀장급은 구성원의 사기 및 수사역량 향상을 위해 능숙한 현장 판 단지도, 역할 분배, 매뉴얼 숙지 관리 등에 적극적으로 임할 필요가 있다. 특히, 일선 지역경찰의 현장 판단력 제고를 위해 112 신고 절차 숙지, 최신 판례 기반의 스토킹 이해, 위험성 판단조사표 활용 등의 실무 중심 훈련이 강조된다.

영문 초록

This study analyzed differences in police officers’ perceptions of stalking-related work by function and rank, focusing on job satisfaction, job competence, and job stress. To this end, 368 survey responses collected by the Korean National Police Agency in 2022 were analyzed. Results indicated that APO and women and juvenile investigations showed more negative perceptions than other functions, while local polices showed negative perceptions only regarding job competency. By rank, senior inspectors and above tended to have more positive perceptions, whereas inspectors and below showed more negative attitudes. Based on these findings, improvements are needed to reduce the workload of APO and women and juvenile investigation officers, such as reorganizing personnel and duties based on thorough job analysis, rational division of labor, and recruitment of additional staff. In addition, team leaders at the rank of senior inspector and above are expected to actively support team morale and investigative capacity by guiding field-level decision-making, allocating roles, and overseeing manual familiarization. For frontline local police officers, practical training should be emphasized, including procedures for responding to 112 emergency calls, understanding stalking through recent case law, and using risk assessments.
