국문 초록

본 연구는 21세기 디지털 미디어 환경에서 경찰에 대한 부정적 미디어 노출이 경찰관의 민주적 경찰활동 의도에 미치는 영 향을 검증하고, 이 관계에서 시민지지 인식의 매개효과를 분석하는 것을 목적으로 한다. 현대 민주사회에서 경찰활동은 물리적 통제력보다 시민의 자발적 협력과 신뢰를 바탕으로 하는 민주적 방향으로 변화하고 있다. 그러나 디지털 미디어 생태계는 경찰 의 부정적 사건을 실시간으로 확산시키며, 선정적이고 편향된 보도는 경찰 전체의 이미지를 왜곡시킬 수 있다. 문화계발효과이 론에 따르면 반복적인 부정적 미디어 노출은 경찰에 대한 사회적 인식에 영향을 미치며, 이는 경찰관의 시민지지 인식과 민주적 법집행 의도에도 영향을 줄 수 있다. 이를 검증하기 위하여 현직 경찰공무원 315명을 대상으로 온라인 설문조사를 실시하였다. 연구결과, 부정적인 미디어에 노출되는 경찰관들은 시민들의 경찰지지 수준을 낮게 인식하였고, 이는 민주적인 경찰활동 태도에 부정적 영향을 주는 것으로 확인되었다. 본 연구는 미디어 환경이 경찰의 민주적 활동에 미치는 영향을 실증적으로 분석함으로 써, 민주적 경찰활동 강화를 위한 정책적 시사점을 제공한다. 특히 시민지지 인식의 매개효과를 규명함으로써 경찰-시민 관계 개선과 절차적 정의 실현을 위한 이론적 토대를 마련하였다. 또한 디지털 시대 미디어 환경 변화에 따른 경찰조직의 대응 전략 수립에 기여할 것으로 기대된다.

영문 초록

This study examines how negative media exposure to the police in a 21st-century digital environment affects officers’ intentions to engage in democratic policing, and explores the mediating role of perceived public support in that relationship. In contemporary democracies, policing is shifting away from a reliance on physical coercion toward practices grounded in voluntary cooperation and public trust. Yet today’s digital media ecosystem rapidly amplifies adverse police incidents; sensationalistic and biased coverage can distort the image of the entire police service. According to cultivation theory, repeated exposure to negative media narratives shapes societal perceptions of policing, which in turn may influence officers’ perceptions of public support and their willingness to exercise democratic law-enforcement discretion. From 1 February to 31 March 2024 an online survey was administered to 315 sworn police officers. Democratic-policing intent was measured with scales adapted from Bradford & Quinton (2014) and Tankebe (2019); negative media exposure with the scale developed by Ryu (2016); and perceived public support with items from Gau & Paoline (2019). The results show that officers who encounter higher levels of negative media content perceive lower levels of citizen support, which subsequently undermines their commitment to democratic policing practices. By empirically demonstrating the media environment’s influence on democratic policing, the study offers policy implications for strengthening procedurally just, citizen-centred policing. Identifying the mediating effect of perceived public support also provides a theoretical basis for improving police-citizen relations and advancing procedural justice. Finally, the findings inform strategic planning for police organisations adapting to the demands of the digital media age.
