부모를 통해 본 장애 영유아 교육과 보육의 실태 및 부모 인 식에 관한 연구

국문 초록

본 연구는 장애 영유아를 위한 교육과 보육 관련의 보다 효율적인 국가차원의 지원 방안을 모색하고자, 장애 영유아 부모를 통한 관련기관의 실태와 의견을 알아보는 것이다. 구체적 연구목적으로는 자녀의 장애 서비스 관련 기관 이용실태와 기관 운영에 관한 의견을 알아보는 것과 방과 후 보육의 필요성에 대한 실태 및 의견, 그리고 장애 영유아 교육/보육에 관한 주요 과제에 대한 의견을 알아보는 것이었다. 연구방법은 세 가지 연구목적을 달성하기 위하여 16개의 문항으로 구성된 설문지를 이용하였으며, 어린이집과 유아특수교육 공교육기관에 다니는 자녀를 둔 장애 영유아 부모 2511명이 그 대상이다. 설문조사 결과를 보면, 많은 부모들이 장애 자녀의 교육 및 보육 서비스 시간의 연장에 대한 요구보다는 자녀에게 보다 긴 서비스 시간을 원한다. 즉, 보육기관에서든 교육기관에서든 단순한 보육 보다는 보다 질 높은 치료교육 서비스와 특수교육 서비스를 요구한다. 이에, 본 연구는 교육인적자원부와 기타 장애 관련 부처와의 연계 방안을 내는 것과 아울러 치료교육과 통합교육 확대를 근간으로 하는 공교육체제의 강화를 장애영유아 교육 및 보육의 최상의 선결과제로 제안한다. 이어서 교육기관의 장애 영유아들의 보육 요구 충족 및 보육기관 장애 영유아들의 특수교육 요구 충족을 위한 기관연계 방안 마련을 제안한다. 그리고 보다 장기적인 관점에서 장애의 선별․진단․의뢰의 국가 주도와 장애인 생애 전체가 요구하는 다양한 서비스들의 지역사회 통합 체계를 이끌 새로운 시스템을 제안한다. 이러한 본 연구의 제안으로 인해, 국가는 장애자녀를 둔 부모에게 단지 ‘더 오래 맡아줌으로써 학부모가 자신을 위해 가질 고유한 시간을 마련하는 길’을 제공하는 것이 아니라, 장애 영유아에게는 보다 ‘질 높은 서비스’를 제공하고 그 부모에게는 ‘보다 질 높은 가족과 개인의 생활 보장’을 받을 권리 찾아주는 방안 모색을 마련하는 계기가 될 것이다.

영문 초록

This study has been done for presenting some direction of raising the accessibility to the early special education services of infants and preschoolers with disabilities and the accessibility to the caring services of their families. For this purpose, this study investigated the opinions of parents of infants and preschoolers with disabilities on three different parts of 16 questions: those are current attending Institution for child's education or care, situations of the Institution's programs, and opinions on the urgent tasks of education or care for their children. Through this investigation, we proposed the following strategies: The first, National Organizations that take the whole service responsibility for people with disabilities have to establish a innovative system for the promotion of early findings of disabilities and early starts of special education. The second, special education and related services in school systems and care systems have to be enhanced with growth of service quality for infants and preschoolers with disabilities. The third, the ministry of education and the ministry of welfare have to support and certify reciprocally to solve the problem of after-school caring and therapies for infants and preschoolers with disabilities. We expect that the result of this study could be given good motivation of providing best strategies of education and care for children with disabilities, such as effective usage of national budgets, establishment of substantial laws related free education and free caring, healthy development of children with disabilities, and enlargement of social participation of their families.
