국문 초록

남북경제비교 및 남북교류 정책 그리고 통일경제에 대한 접근은 북한의 경제규모와 경제구조를 대변하는 국민소득 추정에서 시작된다. 본 논문에서는 북한의 1인당 GDP의 기존추계방법을 소개하고 비교적 자료가 정확하고 이용이 용이한 보건지표를 활용하여 북한의 경제력을추정하는 방법을 제시하고자 한다. 특히 ‘HRI 북한 GDP 추정모형’은 보건지표(HealthIndicator)를 활용하여 북한 GDP를 추정한다. HRI 추정모형의 특징은 첫째, UN 등 외국의 구호기관에서 검증된 신뢰도가 비교적 높은 보건지표를 사용한다. 특히 영아사망률 자료를 분석에 이용하여 장기적인 시계열뿐만 아니라 단기적인 경기변동에 대한 설명력을 높였다. 둘째, 북한과 경제발전 수준이 유사하다고 평가되는 저개발국가의 개체특성을 고려하여 북한GDP 추정에 정확도를 높였다. 셋째, 한국은행과 여타 연구에서 사용되는 가격체계가 가진문제점을 개선하였다. 본 논문에서는 전세계 198개국의 2000~2008년까지 영아사망률과 1인당 GDP 패널자료를 바탕으로 고정효과(fixed effect) 모형을 활용하여 영아사망률과 GDP사이의 상관관계를 분석하였다. 또한 영아사망률외에도 북한의 고유한 국가 특성을 고려하였다. 이를 추정하기 위해 북한이 저개발 국가들과 유사한 특성 가진다고 가정하고 1인당 국민소득 3,000달러 이하인 100개국 각각의 국가별 특성을 구하여 이 값에 평균을 취한 후 이를북한의 개체특성이라고 가정하고 추정하였다. 이러한 모델에 근거하여 추정한 결과 2013년북한의 1인당 명목 GDP는 854달러로 나타났다.

영문 초록

The starting point is the estimation of GDP which show the economy scale and economic structure in each country to compare the North and South Korea on economy, cooperative relationship and unification. This paper shows existing estimation methods including the method using health indicator to North Korea’ GDP per capita. HRI(Hyundai Research institute)’s Model for North Korea’s GDP estimates is based on the method using health indicator. The characteristics of the HRI model is as follows. First, the health indicator in the model is reliable variables used in the UN and other international institutions. Especially, the variable infant mortality rate is meaningful in the long-run time series and short-run business cycles analyses. Second, the estimation of North Korea’s GDP/capita is enhanced using the trait of undeveloped countries compared to North korea. Third, HRI model uses fixed effect panel model to get a better estimates of North Korea’s GDP/capita than other institutions. The specialty of the HRI model is that the relationship and the infant mortality rate of 198 countries and GDP/capita during 2000 to 2008 is used in the model. Another contribution is to use trait of 100 countries with GDP/capita $3,000 or less. Based on Hyundai’s ‘Model for N. Korea’s GDP Estimate’, N. Korea’s nominal GDP/capita in 2013 is estimated to be US$854.
