공적개발원조(ODA)의 경제성과 분석

국문 초록

본 연구는 ODA를 생산요소에 포함시켜 생산과정을 분석하고 이를 바탕으로 원조의 효율성을이해하려는 시도이다. VES 생산함수의 추정결과에 의하면 ODA가 노동이나 자본의 생산효율성을 제고시키지는 못하지만, 생산과정에서 노동이나 자본과 결합할 때 ODA의 생산효율성이높아지는 것으로 분석되었다. 또한, ODA가 노동이나 자본과 결합할 때 규모의 경제를 시현하지는 못하지만, 노동이나 자본과 안정적으로 대체될 수 있고, 특히 개발도상국의 경우는ODA의 대체탄력성이 노동이나 자본의 대체탄력성을 상회하고 있기 때문에 개발도상국의 생산과정에서 ODA의 경제적 효용성은 매우 큰 것으로 나타났다. 실증분석 결과를 종합적으로 살펴볼 때 ODA가 노동이나 자본과 같은 생산요소와 결합할 때원조의 경제적 효율성을 확보하는 것으로 나타났다. 따라서 원조의 특성상 시장기능의 광범위한 적용에는 한계가 있겠지만 원조의 효율성 제고를 위해서는 시장기능을 확대해야 하는당위성을 배제할 수는 없다고 하겠다. 향후 원조 수원국의 선정지표 개발이나 제도개선 과정에서 인프라 파이낸싱의 지원방식을 도입한다면 시장기능 확대를 통한 원조의 효율성 제고를보다 구체화할 수 있을 것이다.

영문 초록

The paper is basically designed to investigate an economic efficiency of the official development assistance(ODA) by employing the VES production function. Marginal productivity, scale economies, and elasticity of substitution are easily identified by virtue of the VES production function. Empirical evidence reveals that labor and capital are hardly be influenced by the ODA in improving their efficiencies in the production process, however, the efficiency of the ODA itself is improving if it is involved in the production process with the labor and the capital. No matter how the ODA does not contribute directly to manifest the scale economies, it could be stably substituted for the labor and the capital as well. To this end, the ODA deserves treating as a valuable production factor. This is mainly due to the fact that an existence of its economic efficiency is tentatively verified. Although, the ODA is not expected to bring a flawless economic efficiency, by its nature, activating market-oriented scheme such as an infrastructure financing might be taken into account in implementing an aid management system in order to strengthen its economic efficiency.
