국문 초록

60여년의 세월을 넘겨버린 남북분단을 극복하고 통일을 성취하는 일은 이 시대를 사는 7천만 한(韓)민족 모두에게 주어진 역사적 과제이다. 그러나, 통일로 가는 길목에는 다양한 걸림돌이 놓여 있으며, 이들 가운데는 서로 다른 체제와 이념, 젊은 세대들의 통일의식 퇴조, 남북간 경제·사회발전의 격차 심화 외에, 6.25 동족상잔(同族相殘)을 거치며 남북주민들이 서로에 대해 품게 된 적개심과 불신 등이 있다. 본 논문은 국민의 정부 이후 남한 정부가 추진하고 있는 대북 경제지원, 즉 무역, 투자, 관광 등 상업적 경제교류와 동포애 및 통일비용 차원에서 제공하고 있는 인도적 대북경제지원 사업이 "북한 주민들이 남한 사회와 주민들에 대해 갖고 있는 적개심과 불신 해소에 미치는 효과"를 분석하는데 있다. 주된 분석 방법으로는 북한 주민들과의 접촉과 대화를 사용하고 있다. 저자는 2005년 이후 직접 3차례에 걸쳐 개성공단, 평양, 향산 등 북한 지역을 방문하며 접촉한 북한 주민들, 공무로 남한을 방문한 북한 주민들, 탈북한 새터민들을 만나 "남한정부가 제공하는 각종 대북경제협력에 대한 북한 주민들의 의식" 에 대해 직접적으로 조사를 하였다. 이 조사결과를 종합해 볼 때, 1990년대 중반부터 본격적으로 실시되고 있는 남한의 대북경제지원이 북한 주민들의 생활고(苦) 해결에 결정적인 도움을 주고 있고, 이로 인해 북한 주민들은 남한 주민들에 대해 동포의 정과 고마움을 느끼게 되었으며, 또한 그들의 마음에서 남한 주민들에 대한 적개심과 불신이 점차 사라지고 있음을 확인할 수 있었다. 따라서, 남한의 대북경제지원은 통일과정에서 단기적으로는 CBM(신뢰구축:Confidence Building Measure) 효과를, 그리고 장기적으로는 통일추진에너지, 혹은 통일준비비용으로서 소중한 효과를 발휘하는 것으로 평가할 수 있다고 본다.

영문 초록

This thesis aims to cognitively evaluate the magnitude of positive effect of inter-Korean economic cooperations, in particular the effect of South Korea`s economic assistance to the impoverished and underdeveloped North Korea implemented by South Korean government and civic organizations through provision of humanist goods such as food, fertilizers, and medicines, sending tourists to Mt. Kumgang tourism site, and investment in various places of North Korea including the Kaesong Industrial park, on the process of reunification of two Koreas. As the South`s economic assistance to the North has caused severe controversy among South Koreans over its effect, there has at the same time existed a necessity to examine the degree of effect. This thesis adopted interviews with North Koreans in Pyungyang, Kaesong and other areas in North Korea and analysis of recent economic indexes related to inter-Korean economic cooperations as the main tools of this examination. The results of examination show that South Korea`s economic assistance as a whole has generated a great deal of positive effects in alleviating the North Koreans` enmity to and distrust in South Korean government and its people, which were deeply embedded in the hearts of both Koreans in the wake of the fratricidal Korean war in 1950 - 1953 and thereafter have served as one of the most formidable barriers to reunification of two Koreas, as well as in lulling controversy among South Koreans over the effect and necessity of the economic assistance to North Korea.
