국문 초록

연구목적: 이 연구는 기존의 장애인 고용지원 체계를 탈피하여 발달중복장애인에게 적용이 가능한 고용지원 모델을 탐색하는데 목적이 있다. 연구방법: 발달중복장애인에게 적합한 고용지원 모델을 개발하기 위해 국내외 관련 문헌 및 사례분석을 실시하였다. (1) 국내 발달중복장애인의 현황 및 문제점 분석 (2) 독일, 일본 등 선진국의 사례 분석 (3) 법률, 제도 등 관련 선행연구들의 고찰을 통해 이론적·법률적 근거를 마련하고 고용지원 모델을 구체화하였다. 연구결과: 결과로는 첫째, 발달중복장애인은 고용 관련 서비스를 지원받는 데 있어 제한적인 상황이다. 이는 전통적인 직업능력 및 직무능력 등이 중요한 기준점으로 작용하여 발달중복장애인의 서비스 신청 및 지원을 배제하고 있는 것에서 기인한다. 둘째, 독일에서는 사회적 참여를 중요한 방향성으로 간주하고, 이를 고용의 확장적 측면에서 지원하고 있다. 이에 더블카운트, 트리플카운트, 시민 노동 등의 제도를 활용하여 발달중복장애인 고용을 지원하고 있다. 일본의 사례에서 역시 사회적 참여 강화를 중요하게 생각하고 있다. 이에 취로계속지원, 특례급부금, 잡코치 등의 제도적 지원, 인적 지원을 통해 중증장애인의 고용을 뒷받침하고 있다. 셋째, 국내외 문헌분석을 통해 발달중복장애인의 활동하는 삶 기반 고용 모델을 개발하였다. 이는 ‘일을 통한 사회참여’, ‘활동하는 삶’, ‘당사자 중심’이 기본 원칙으로 정리할 수 있다. 결론: 활동하는 삶 기반 고용 모델(ALIVE)은 발달중복장애인 및 고용지원에 제한적인 장애인에게 적용할 수 있는 새로운 고용 지원체계이다. 이를 통해 기존에 배제되었던 발달중복장애인 고용 활성화를 도모할 수 있다.

영문 초록

Purpose: The purpose of this study was to break away from the existing employment support system for the people with disabilities and to explore an employment support model that can be applied to persons with Developmental and multiple disabilities. Method: In order to develop an employment support model suitable for persons with developmental disabilities, domestic and international literature review as well as case analyses were conducted: (1) Analysis of the current status and problems of persons with developmental disabilities in Korea, (2) Case analysis of developed countries such as Germany and Japan, and (3) Preparation of a theoretical and legal basis through consideration of previous studies such as laws and systems, and specification of the employment support model. Results: As a result, first, Persons with Developmental and multiple disabilities had limited access to employment-related services. This is due to the fact that traditional vocational competency and job competency act as important reference points, excluding service applications and support for persons with developmental disabilities. Second, Germany regards social participation as an important direction and supports it in terms of employment expansion. In this regard, the double count, triple count, and civil labor systems were used to support the employment of people with developmental disabilities. In the case of Japan, reinforcement of social participation was also considered important. In this regard, we are supporting the employment of the people with severe disabilities through institutional support such as job continuation support, special benefits, job coaches and human support. Third, a life-based employment model for persons with developmental disabilities was developed through domestic and international literature review. This can be summarized as the basic principles of 'social participation through work,' 'active life,' and 'party-centered.' Conclusion: The Active Life Valued Employment Model for Persons with developmental and multiple disabilities(Active Life Valued Employment Model) is a new employment support system that can be applied to people with developmental and multiple disabilities and those with limited employment support. Through this, it would be possible to promote employment of people with Developmental and Multiple Disabilities, who were previously excluded from society.
