각국의 교수·학습지원 네트워크 비교 연구

국문 초록

본 연구는 일본, 프랑스, 미국의 교수·학습지원 네트워크의 기본 체제, 의사소통과 기능을 비교·분석하고 최근 출범한 우리나라의 교수·학습지원 체제의 효율화를 위한 시사점을 찾는데 목적이 있다. 일본의 교수·학습지원 네트워크의 기본 체제는 외형적으로는 매우 위계적이고 중앙집권적으로 보이지만, 국가 수준의 원칙과 방향에 따라 각 지역은 고유의 사업을 추진하면서 개별학교의 교실 수업을 지원하고 있다 프랑스는 중앙으로부터 지역, 도, 단위학교에 이르기까지 모든 교수·학습지원 센터가 긴밀한 협조·지원 체제를 갖고 있으며, 각 수준의 센터들은 국가 수준의일반 원칙을 바탕으로 하면서도 지방의 독특한 특성을 반영하는 자율성을 갖는다. 미국은 주교육국의 지원 하에 지역청이 주도적으로 학교 교수·학습을 지원하고 있으며, 교육체제 밖의 연구 단체들이 활성화되어 있어 개별학교에 도움을 주고 있는 것으로 나타났다. 3개국의 교수·학습지원 네트워크 간에 이루어지는 의사소통은 그 내용이나 방법에 있어서 나라마다 다소 차이가 있지만, 네트워크간 의사소통이 긴밀하고 원활한 것으로 나타났다. 네트워크 기능을 보면, 일본은 상하부기관간의 네트워크 기능이 매우 적극적으로 이루어지고 있으며, 프랑스는 중앙 센터의 총괄 지원 아래 전체 네트워크가 안정되고 일관된 기능을 유지하고 있다. 미국의 경우, 교수·학습지원 네트워크의 기능은 저조한 반면, 개별 지역청 혹은 개별 학교의 역할이 큰 것으로 나타났다

영문 초록

The purpose of this study is to compare the networks of educational service system among Japan, France, and the United States, which include basic system, communication, and function. The study methods are the literature review and survey. The results are as follows; The first, the networks of educational service system are very hierarchical and centralized in Japan. But each organization supports teaching and learning in the classroom through unique plans, according to national direction. In the United States, each educational service center in the district provides schools with resources independently, being supported from the regional team in state department of education. In addition to it, there are various institutes not funded by government to support classroom instruction. The second, communication among the networks of educational service centers is similar one another in terms of contents and methods. Especially, in Japan, the staff in higher level visits to teachers' meeting to communicate. In France, with face-to-face meeting, people involved to networks communicate one another through e-mail other than phone-call and post mail. There is a special staff in charge of communication at an organization in the United States. Finally, the function of network is so active among staffs at the higher and lower level in Japan. Even though there are seldom functional activities in France, the national center leads the rest of centers in the lower level, therefore, networks' functions are stable and consistent. Unlike in the other nations, networks' function in the United States is so inactive, but individual center and school in district is in charge of it independently.
