전북 민주시민교육 현황 분석 및 개선 방안 연구

국문 초록

이 연구는 전북 지역 성인을 대상으로 민주시민교육 인식, 참여 경험, 주제 선호도를 분석하고, 발전을 위한 우선 개선 영역을 도출하는 데 목적이 있다. 연구 대상은 전북 14개 시·군의 361명을 대상으로 층화표집을 적용하여 설문 조사하였다. 설문 내용으로는 민주시민교육에 대한 인지도, 참여 경험, 주제 선호도, 발전 요구를 5점 Likert 척도로 측정하였다. Borich 요구도와 LF 모델을 활용하여 우선 개선 영역을 선정하였다. 연구 결과, 주민들은 민주시민교육 필요성은 높게 인식하지만, 제도 이해와 실제 참여는 낮았다. 민주시민교육에 대한 선호 주제는 생명 존중, 다양성, 공동체 의식, 인권, 디지털 시민교육이 높았으며, 경제정의와 통일교육은 상대적으로 낮았다. 전북 민주시민교육 발전을 위한 최우선 개선 영역은 전담 조직·예산 확보, 사회적 인식 제고, 학교 연계 교육 확대, 기관 간 협력, 맞춤형 교육 제공, 전문 강사 양성으로 나타났다. 따라서 민주시민교육 참여 기회 확대와 실천 경험 강화가 필요하며, 생활과 연결된 실천형 프로그램 개발, 제도적 기반과 전문 인력, 예산, 협력 체계 강화가 요구되었다. 전북 민주시민교육 발전을 위해서는 학교와 지역 연계 프로그램 개발, 사례 중심 교육, 제도적·행정적 지원 강화를 통해 민주시민교육의 질과 지속성을 높여야 할 것이다. 본 연구는 전북 민주시민교육의 현황과 개선 방향을 실증적으로 제시하여 정책과 프로그램 운영의 기초 자료로 활용될 수 있을 것이다.

영문 초록

The purpose of this study was to analyze adults’ perceptions, participation experiences, and topic preferences regarding democratic citizenship education in the Jeonbuk region, and to identify priority areas for improvement. The survey was conducted with 361 participants from 14 cities and counties in Jeonbuk, using stratified sampling. The questionnaire measured awareness, participation experience, topic preference, and development needs related to democratic citizenship education on a five-point Likert scale. The Borich Needs Assessment Model and the Locus for Focus (LF) Model were used to determine priority areas for improvement. The results showed that residents highly recognized the necessity of democratic citizenship education but demonstrated low levels of institutional understanding and actual participation. Preferred topics included respect for life, diversity, community spirit, human rights, and digital citizenship education, while economic justice and unification education were relatively less favored. The top priority areas for improving democratic citizenship education in Jeonbuk were securing dedicated organizations and budgets, raising public awareness, expanding school-linked education, enhancing inter-agency cooperation, providing customized programs, and training professional instructors. Therefore, it is necessary to expand participation opportunities and strengthen practical experiences in democratic citizenship education. The development of practice-oriented programs connected to daily life, and reinforcement of institutional foundations, professional personnel, budgets, and cooperative systems are required. This study provides empirical insights into the current status and improvement directions of democratic citizenship education in Jeonbuk, serving as a foundational resource for policy development and program implementation.
