농산어촌 소규모학교의 제도적 복합성과 실천적 정당화 과정 분석

국문 초록

본 연구는 농산어촌 소규모학교 유지에 작용하는 다양한 제도 논리와 조직 내부의 정당화 과정을 통합적으로 분석하는 것을 목적으로 한다. 이를 위해 제도 논리(institutional logics)와 제도적 작업 (institutional work) 이론을 토대로 전라남도와 충청남도에 위치한 두 소규모학교 대상으로 한 다중사례연구를 수행하였다. 분석 결과, 농산어촌 소규모학교의 조직 내부에는 다양한 제도 논리가 병존하고 있었으며, 이에 따라 조직을 둘러싼 행위자들의 역할이 분화되는 양상이 포착되었다. 이 과정에서 행위자들은 정체성 조율, 윤리·감정적 정당화, 전략적 제도 혼합을 통해 학교와 지역 간 통합 과정을 능동적으로 조정하였다. 이러한 실천적 조정은 학교 조직 정체성과 지역 내 제도적 위상을 재구성하였다. 이는 농산어촌 소규모학교가 교육, 복지, 지역 재생 논리의 교차점에서 복합적 운영 조직으로 변화할 수 있음을 실증적으로 보여준다. 또한 다층적인 정당화와 관계 기반의 실천이 제도 변화를 견인하는 핵심 동력이 될 수 있음을 이론적으로 시사한다. 이러한 결과를 바탕으로 소규모학교의 제도화 경로에 따라 정책 지원 전략을 차별화하고, 관계 기반의 자생 구조가 지속되기 위해서는 지역 고정형 리더십과 협력조직 모델가 같은 제도적 보완이 필요함을 제안하였다.

영문 초록

This study aims to provide an integrated analysis of the diverse institutional logics and internal justification processes that underlie the sustainability of small schools in rural and agricultural communities in South Korea. Drawing on the theories of institutional logics and institutional work, a multiple case study was conducted at two small schools located in Jeollanam-do and Chungcheongbuk-do. The analysis revealed that multiple institutional logics coexist within these school organizations, resulting in differentiated roles among actors surrounding the schools. In response, actors actively negotiated school-community integration by engaging in identity work, ethical and emotional justification, and strategic blending of institutional logics. These practices contributed to the reconfiguration of both the organizational identity of the schools and their institutional status within the local community. The findings empirically demonstrate how rural small schools are evolving into complex, multi-functional organizations at the intersection of education, welfare, and regional revitalization. Theoretically, the study highlights how multilayered justification and relationship-based practices can serve as key drivers of institutional change. Based on these insights, the study calls for differentiated policy support strategies aligned with each school's institutionalization pathway, and recommends institutional enhancements such as place-based leadership and collaborative governance models to sustain relational and autonomous structures.
