광주광역시 외국인주민의 심리적 어려움과 사회적 지지: 상담심리학적 관점에서의 인권정책 지원 효과

국문 초록

본 연구는 광주광역시 외국인주민이 경험하는 심리적 어려움과 인권정책 지원 간의 관계를 분석하고, 사회적 지지가 이 관계에서 매개 및 조절역할을 수행하는지를 규명하는 데 목적이 있다. 비수도권 지역인 광주광역시와 광산구는 외국인주민들의 심리적 어려움을 인권적인 문제로 이해하고, 이를 해결하기 위해서 실태조사와 함께 인권증진 계획을 수립하였다. 외국인주민이 언어 장벽, 사회적고립, 차별 체험 등으로 인해 심리적 어려움을 겪고 있다는 사실이 이미 전국적인 현상이라는 점에서, 본 연구에서 인권정책과 심리적 어려움 그리고 사회적 지지를 상담심리학적으로 분석하려는 시도는 지역사회 통합과 지속가능성에도 직접적인 영향을 미칠 수 있다. 이러한 배경에서 본 연구는 광주광역시외국인주민을 대상으로, 심리적 어려움과 인권정책 지원 간 관계 속에서 사회적 지지가 매개 및 조절역할을 수행하는지를 구체적으로 분석한다. 이에 본 연구는 외국인주민의 심리적 어려움이 언어 불소통과 사회적 소외에서 두드러지는지를 확인하고, 인권정책 지원이 사회적 지지를 매개·조절하여 심리적어려움을 완화하는지를 규명하고자 하였다. 연구방법은 광주광역시 외국인주민을 대상으로 실시된 실태조사 및 면접조사 자료를 활용하여 기술통계, 상관분석, 회귀분석을 수행하고, PROCESS Macro를 적용하여 매개 및 조절효과를 검증하였다. 분석 결과, 인권정책 지원 경험은 외국인주민의 사회적 지지를 유의하게 증진시키는 것으로 나타났으며, 이러한 사회적 지지는 심리적 어려움을 완화하는 매개효과를 보였다. 또한 사회적 지지 수준이 높은 집단에서 정책 지원 효과가 더욱 강하게 작용하는 조절효과도 확인되었다. 이러한 결과는 광주광역시 인권정책이 단순한 제도적 보장에 그치지 않고, 외국인주민의 실질적 심리·사회적 통합을 촉진하는 핵심 요인임을 시사한다. 나아가 본 연구는 광주광역시를 넘어 지방소멸 위기를 겪는 여타 지역에서도 외국인주민을 포용하는 정책 설계와 사회적 지지망 강화를통해 다문화 공동체의 지속가능한 발전을 모색하는 데 기초자료를 제공한다는 점에서 학문적·정책적 의의를 가진다.

영문 초록

This study aims to analyze the relationship between the psychological difficulties experienced by foreign residents in Gwangju Metropolitan City and the support of human rights policies, and to examine whether social support serves as a mediating and moderating factor in this relationship. As a non-capital region, Gwangju and its Gwangsan District have recognized the psychological difficulties of foreign residents as human rights issues and have established human rights promotion plans alongside fact-finding surveys to address them. Given that psychological difficulties caused by language barriers, social isolation, and experiences of discrimination are already a nationwide phenomenon, the attempt of this study to analyze human rights policy, psychological difficulties, and social support from a counseling psychology perspective can directly influence community integration and sustainability. Against this background, the study specifically analyzes whether social support mediates and moderates the relationship between human rights policy support and psychological difficulties among foreign residents in Gwangju. The research seeks to confirm whether the psychological difficulties of foreign residents are most prominent in language barriers and social isolation, and to determine whether human rights policy support mitigates these difficulties through the mediation and moderation of social support. Using survey and interview data collected from foreign residents in Gwangju, descriptive statistics, correlation analysis, and regression analysis were conducted, and PROCESS Macro was applied to test mediation and moderation effects. The analysis revealed that experiences of human rights policy support significantly enhanced social support among foreign residents, and such social support served as a mediating factor that reduced psychological difficulties. Moreover, the moderating effect was confirmed in that policy support had a stronger impact when social support was high. These findings suggest that Gwangju’s human rights policy goes beyond mere institutional guarantees and functions as a core factor in promoting the substantive psychological and social integration of foreign residents. Furthermore, this study has academic and policy significance in that it pro-vides a foundation for seeking sustainable multicultural community development not only in Gwangju but also in other regions facing the crisis of local extinction through inclusive policies and strengthened social support networks.
