국문 초록

본 연구는 급증하는 청소년 마약범죄의 실태와 원인을 다각도로 분석하고, 국내외 정책을 비교검토하여 우리나라 실정에 적합한 효율적인 대응방안을 제안하는 데 목적이 있다. 청소년기는 신체적·정신적으로 매우 취약한 시기로서 마약에 노출될 위험이 높으며, 개인과 사회에 중대한 부정적 영향을 미친다. 본 연구는 특히 소셜미디어, 다크웹, 암호화 메신저 앱 등 디지털 플랫폼이 청소년들의 마약 접근성을 높이고 심리적·실질적 장벽을 낮추는 현상에 주목하였다. 또한 온라인 마약 유통, 가족시스템 약화, 사회불평등과 같은 디지털 환경과 사회구조적 요인들이 청소년 마약 관여 증가에 미치는 영향을 분석하였다. 교육격차, 지역사회 해체, 불충분한 예방시스템 등의 사회문제가 청소년 마약 사용 증가율에 미치는 영향도 함께 고찰하였다. 미국의 약물법원, 일본의 치료중심 접근법, 유럽의 공중보건 모델 등 해외 사례 비교를 통해 법적·사회적 접근의 장단점을 검토하였다. 연구 결과는 디지털 리터러시 기반 예방교육 강화, AI·빅데이터 활용 단속기술 고도화, 개인 맞춤형 치료 및 재활 프로그램 확대, 가족 및 지역사회 지원 강화, 한국형 사법-치료-재활 연계모델 개발, 그리고 다기관 통합 대응체계 구축을 포함하는 다차원적 정책 방향을 제시한다. 이러한 포괄적 접근은 급변하는 디지털·사회환경에 맞춘 다학제적 협력과 선제적 정책 프레임워크의 필요성을 강조한다. 본 연구는 청소년 마약범죄 문제 해결을 위한 종합적 기초 자료로 활용될 수 있을 것이다.

영문 초록

This study explores the current state of juvenile drug crimes in South Korea, aiming to identify effective countermeasures through comparative analysis of domestic and international policies. The research emphasizes the influence of the digital environment and structural factors in society, such as online drug distribution, weakened family systems, and social inequality. The study investigates the patterns and characteristics of juvenile drug-related offenses, examining how digital platforms—including social media, the dark web, and encrypted messaging apps—facilitate access to drugs among adolescents, thereby lowering the psychological and practical barriers to drug use. The study also considers the impact of educational gaps, community disintegration, and insufficient preventive systems on the increasing rate of youth drug involvement. A comparative analysis of international prevention models, including the U.S. Drug Courts, Japan's treatment-centered approach, and Europe's public health model, is included to examine the advantages and disadvantages of legal and social approaches for policy improvement. Based on these findings, the paper proposes multi-dimensional policy directions involving strengthening digital literacy-based prevention education, advancing enforcement technologies using AI and big data, expanding personalized treatment and rehabilitation programs, strengthening family and community support, developing a Korean-style justice-treatment-rehabilitation integrated model, and establishing multi-agency coordinated response systems. This comprehensive approach underscores the need for interdisciplinary collaboration and proactive policy frameworks tailored to the rapidly evolving digital and social landscapes.
