국문 초록

본 연구는 최근 노동시장에서 나타나는 청년 고용 문제를 해결하기 위해, 청년 고용 정책의 정책 방향성을 제시하는 것을 목적으로 한다. 본 연구는 최근 도입된 미래내일일경험 지원사업을 중심으로 청년 고용 정책의 방향성을 제시함과 동시에 구체적인 정책목표와 성과지표를 도출하였다. 해당 사업은 청년을 대상으로 하는 보편성과 형평성이 높은 사업이며, 다양한 정책수단을 동원한 지원 규모가 큰 신규사업이라는 점에서 중요성이 높다. 본 연구는 기존의 청년 고용 정책의 법적, 행정적 동향을 파악하고 한계를 논의하였으며, 관련된 국내･외 사례를 검토하여 시사점을 도출하였다. 본 연구는 청년 고용 정책이 실업 상태의 청년만이 아닌 청년 전반을 대상으로 하는 보편적 지원이 필요하며, 단기간의 취업이 아닌 청년의 경력개발계획 수립을 위한 지원이 필요하다는 점 등을 제안하였다. 본 연구는 미래내일일경험 지원사업이 청년을 대상으로 한 보편적 지원 사업으로서의 정체성을 확립하는 기틀을 마련하였으며, 궁극적으로 청년 고용 정책의 패러다임 전환까지 촉구할 수 있다는 의의가 있다.

영문 초록

This study aims to propose policy directions for youth employment policies in order to address the recent youth employment challenges in the labor market. Focusing on the recently introduced Future Tomorrow Work Experience Support Program, the study suggests a new direction for youth employment policy and identifies specific policy goals and performance indicators. The research examines the legal and administrative trends of existing youth employment policies, identifies their limitations, and reviews relevant domestic and international case studies. Additionally, a pilot test was conducted involving corporate representatives and young participants. The program is notable for its generality and equity, as well as its large-scale support enabled by diverse policy instruments, making it a highly significant new initiative. This study suggests that youth employment policies should extend beyond targeting only unemployed youth and instead provide universal support for all young people. Moreover, it emphasizes the need for policies that aid in the development of long-term career plans, rather than focusing solely on short-term employment. By establishing the identity of the Future Work Experience Support Program as a universal support initiative for youth, this study contributes to laying the groundwork for a paradigm shift in youth employment policy.
