국문 초록

2025년 한일 수교 60주년을 맞아 새롭게 출범한 이재명 정부는, 한일기본조약 제2조와 제3조의 한계를 극복하고, 역사 화해와 안보협력을 재정립하는 ‘포스트 1965년 체제’로의 전환을 외교적 과제로 안고 있다. 본 논문은 1965년 체제의 역사적 구성과 작동 원리를 분석하고, ‘식민-패권-냉전체제’의 트릴렘마와 ‘정의-화해’ 및 ‘안보-평화’의 이중 딜레마 구조 속에서 이재명 정부가 취할 수 있는 전략을 제시한다. 특히 대일 외교의 상대가 이시바 내각이라는 점을 염두에 두고 간 나오토 담화와 이시바시 탄잔의 사상을 소통의 창구로 삼아 적극 외교를 펼칠 필요를 강조한다. 강제 동원과 일본군 위안부 문제에 대한 구체적 해법으로 ‘문희상 법안 플러스’와 ‘2015년 구두 합의의 재전유’라는 현실적 접근을 제안한다. 이를 통해 역사화해와 안보협력을 아우르는 지속 가능한 한일관계의 구축 가능성을 모색한다.

영문 초록

To mark the 60th anniversary of Korea-Japan diplomatic normalization in 2025, the newly inaugurated Lee Jae Myung administration faces the diplomatic challenge of overcoming the limitations of Articles 2 and 3 of the 1965 Basic Treaty and redefining historical reconciliation and security cooperation under a “post-1965 framework.” This paper analyzes the historical structure and operational logic of the 1965 framework and presents strategic options for the Lee administration within the trilemma of colonialism, hegemony, and division, as well as the dual dilemmas of justice versus reconciliation and security versus peace. In particular, it emphasizes the need for proactive diplomacy with the Ishiba Cabinet by utilizing the Kan Naoto Statement and the ideas of Ishibashi Tanzan as channels for dialogue. As concrete solutions to the issues of forced labor and the Japanese military’s comfort women, the paper proposes realistic approaches such as the “Moon Hee-sang Bill Plus” and the “re-appropriation of the 2015 verbal agreement.” Through these measures, the study seeks the possibility of establishing a sustainable Korea-Japan relationship that encompasses both historical reconciliation and security cooperation.
