국문 초록

This study examines the structural challenges and policy implications of Korea’s healthcare system through the lens of economic concepts—rivalry and excludability. While public goods-like services, such as vaccinations and primary care, have significantly improved public health equity, regional disparities and limited public healthcare infrastructure hinder their effectiveness. Conversely, private goods-like services, including advanced medical technologies and rare disease treatments, exhibit high rivalry and excludability, exacerbating healthcare inequities. The study proposes solutions such as expanding public healthcare facilities, fostering public-private partnerships introducing financial incentives, and utilizing digital healthcare technologies to enhance efficiency and equity. These findings provide a framework for optimizing healthcare resource allocation and ensuring sustainable development in Korea’s healthcare system.
