국문 초록

Secondary number allocation, as an important means of reusing number resources, effectively utilizes limited number resources to some extent. However, it may lead to the leakage of personal information, financial security risks, and false advertising, which infringe upon others’ legitimate rights. This paper analyzes the manifestations and legal liabilities of these infringements and explores the methods of responsibility assumption for operators, users, and legal supervision in secondary number allocation. To reduce risks, strategies such as extending the number freeze period, strengthening internal management of operators, and enhancing user safety awareness are proposed. The aim of this study is to provide a reference for the healthy development of the mobile communications industry and promote the standardization and legalization of the secondary number allocation process.

영문 초록

二次放号作为号码资源再利用的重要手段，一定程度上有效利用了有限的号码资源，但可能造成个人信息泄露、金融安全风险和虚假宣传等侵犯他人合法权利的后果。本文分析了这些侵权行为的表现形式与法律责任，并探讨了运营商、用户及法律监管在二次放号中的责任承担方法。为降低风险，提出了延长号码冻结时限、加强运营商内部管理、增强用户安全意识等策略。本研究旨在为移动通信行业的健康发展提供参考，促进二次放号过程的规范化与合法化。
