Transformation of Discourse Network in China’s Real Estate Policy - A TF-IDF and CONCOR Approach

국문 초록

본 연구는 중국이 2020년 “공동부유” 전략을 국가 정책으로 채택한 이후, 부동산 정책 담론이 어떻게 구조적으로 변화하였는지를 실증적으로 분석한다. 이를 위해 바이두(Baidu), CNKI, 웨이보(Weibo) 등 중국의 주요 온라인 플랫폼에서 2016.1.1.–2020.12.31.과 2021.1.1.–2025.4.30 두 시기에 걸쳐 수집된 비정형 텍스트 데이터를 바탕으로, 텍스트 마이닝 기법인 TF-IDF와 CONCOR 분석을 적용하였다. 분석 결과, 정책 이전에는 ‘시장’, ‘통화정책’, ‘투기억제’ 등 공급 중심 및 통제형 키워드가 담론의 중심에 있었던 반면, 정책 이후에는 ‘주택구입’, ‘거주자’, ‘계약세’, ‘건강’ 등 수요자 중심의 복지형 키워드가 핵심 클러스터를 형성하는 것으로 나타났다. 더불어 정책 담론의 구조도 중앙집중적 통치 서사에서 복합적이고 다주체적이며 이념적으로 구성된 네트워크로 전환되었다. 본 연구는 정책 변화에 따라 이념적 프레이밍과 정책 언어 구조가 어떻게 재구성되는지를 보여주며, 정책담론 기반 연구에 기여한다. 또한 지역 맞춤형 정책 실행, 조세-복지 통합 정책 설계, 정책담론 분석의 방법론적 확장 가능성에 대한 실무적 함의도 제시한다.

영문 초록

This study empirically examines how China’s real estate policy discourse has been structurally transformed following the adoption of the “Common Prosperity” strategy in 2020. Drawing on unstructured text data collected from Chinese online platforms (Baidu, CNKI, and Weibo) during the periods 2016.1.1.–2020.12.31 and 2021.1.1.–2025,4.30 the study applies text mining techniques— specifically TF-IDF and CONCOR analyses—to identify shifts in policy language and discourse networks. The findings reveal a significant transition from supply- and control-centered discourse before the policy to demand-driven and welfare-oriented language afterward. Notably, keywords such as “market,” “monetary policy,” and “speculation” dominated the earlier period, while “home purchase,” “resident,” “deed tax,” and “health” emerged as focal points post-policy. Additionally, the structure of discourse shifted from a centralized governance narrative to a more complex, multi-actor, and ideologically framed network. These results contribute to discourse-based policy studies by demonstrating how ideological framing and language structure evolve with strategic policy shifts. The study also offers implications for localized implementation, integrated tax-welfare approaches, and future methodological directions in policy discourse analysis.
