This study analyzes the deepening cooperation between China and GCC states in emerging technologies. Against the backdrop of shifting global dynamics and the GCC’s economic diversification strategies, it explores how bilateral tech collaboration drives mutual growth while addressing challenges. Case studies—Huawei’s 5.5G projects in Saudi Arabia, China-UAE AI research, and Bahrain’s lunar program participation—highlight synergies between China’s technological expertise and the development goals of GCC countries. Findings show such cooperation strengthens the GCC’s digital infrastructure, accelerates AI adoption, and advances space capabilities, while offering China global market insights. However, some challenges persist, including U.S. strategic containment, policy divergences among GCC members, and regional security uncertainties. This study concludes that the deepened comprehensive cooperation between China and the GCC remains a pivotal pillar of their strategic partnership, setting a benchmark for South-South collaboration in high-tech domains.
