국문 초록

With the rapid development of the global shipping industry, the pollution problem in the shipping industry has long been the focus of attention in the international community. Shipping undertakes approximately 90% of the world's trade transportation. As one of the main sources of water pollution, emissions from ship transportation should be given due attention and improved. The 18th National Congress of the Communist Party of China made a major deployment for building a strong maritime country. The 19th National Congress of the Communist Party of China explicitly proposed to “adhere to the integrated development of land and sea and accelerate the building of a strong maritime country.” Green shipping has become an important direction for the transformation and upgrading of China's shipping industry. This not only helps the world address climate change and achieve the goals of carbon peaking and carbon neutrality, but also is an inevitable trend in promoting the modernization of maritime governance and Marine environmental protection. This article analyzes the challenges and countermeasures of developing green shipping from a legal perspective, with the aim of promoting the development of green shipping in China.

영문 초록

随着全球航运业的快速发展，航运业的污染问题，长久以来已成为国际社会关注的焦点。航运承担着约90%的世界贸易运输，船舶运输排放作为水域污染的主要来源之一，应当得到重视与改善。党的十八大作出了建设海洋强国的重大部署，党的十九大明确提出“坚持陆海统筹，加快建设海洋强国”。绿色航运已成为我国航运业转型升级的重要方向，这不仅有助于全球应对气候变化，实现碳达峰与碳中和的目标，更是推动海事治理现代化、海洋环境保护的必然趋势。文章从法律角度分析了发展绿色航运的挑战与对策建议，以期促进我国绿色航运的发展。
