국문 초록

본 연구는 우리나라의 부패인식지수(CPI)가 60점대에 머물러, 사회가 전반의 투명성이 확보된 것으로 평가되는 70점대를 달성하기 위해 어떠한 노력이 필요한지를 살펴보고자 했다. 이를 위해 국제투명성 기구의 부패인식지수(CPI)에 활용된 2차 자료가 어떻게 구성되어 있고 이들 자료에서 우리나라의 부패수준에 대해 어떻게 평가하고 있는지를 검토함으로써 우리나라 청렴 수준의 객관적인 위치를 파악하고자 하였다. 특히 2023년 기준 한국의 CPI를 측정하는 10개 원천자료 중 청렴도 하락 추세를 보이는 PRS(International Country Risk Guide)와 60점 미만의 기관의 지수인 WEF(Global Competitive Index)와 PERC(Asian Intelligence), 변동이 거의 없는 지수인 IHS(Global Insight)에 주목하여 개선전략을 도출하였다. 특히 한국사회에 대해 국제사회에서는 엘리트 카르텔이 여전히 존재하며 이러한 것이 사회 공정성을 저해하는 것으로 평가함에 따라 우리는 지위고하를 막론하고 법 앞의 평등원칙 관점에서 정책설계를 하여야 함을 알 수 있었다. 또한 과거보다 완화되었지만 정경유착적 관계로 인한 부패 위험성을 경고하고 있어 부패에 대한 무관용 원칙 준수가 필요함을 상기시켰다. 아울러 최근 한국사회의 협력과 타협이 없는 극단적 정치적 양극화가 정당간의 대립을 심화시켜 법안통과와 같은 중요한 정책결정을 지연시켜 정부효율성 저해 및 정부신뢰저하로 이어져, 부패인식을 악화시키는 점에서, 한국사회 신뢰회복을 위한 정치권의 노력이 필요함을 본 연구는 시사하고 있다.

영문 초록

This study examines the efforts needed to raise South Korea’s Corruption Perceptions Index (CPI) from the 60-point range to the 70-point range, which indicates a generally transparent society. To achieve this, the study analyzes how the secondary data used in Transparency International's CPI is structured and how these sources assess South Korea’s corruption levels, thereby identifying the country’s objective standing in terms of integrity. Specifically, among the ten source indices used to measure South Korea’s CPI in 2023, the study focuses on the PRS (International Country Risk Guide), which shows a declining integrity trend, as well as the WEF (Global Competitive Index) and PERC (Asian Intelligence), both of which have scores below 60. Additionally, it examines the IHS (Global Insight) index, which has remained relatively stable. Based on these analyses, the study aims to derive strategies for improving the index and contribute to enhancing integrity in Korean society. The international community still perceives the existence of an elite cartel in Korean society, viewing it as an obstacle to social fairness. Therefore, policies should be designed based on the principle of equality before the law, regardless of social status or rank. Although the risks of corruption due to collusion between politics and business have diminished compared to the past, concerns persist, underscoring the necessity of adhering to a zero-tolerance policy on corruption. Moreover, extreme political polarization in South Korea, characterized by a lack of cooperation and compromise, has intensified conflicts between political parties. This has delayed crucial policy decisions, such as the passage of legislation, undermining government efficiency and eroding public trust. As a result, perceptions of corruption have worsened. This highlights the need for political efforts to restore social trust.
