경찰청 동료강사 활동의 효과성 제고방안

국문 초록

이 연구에서는 경찰청 동료강사를 대상으로 심층면담을 통해서 동료강사 활동의 한계점을 분석하여 효과적인 동료강사 활동의 정책방안을 제시하였다. 연구결과, 동료강사의 직무나 역할에 대한 직무 평가가 제대로 실시되지 않았으며, 동료강사에 대한 체계적인 관리도 이루어지지 않고 있는 것으로 나타났다. 또한 동료강사 활동에 대한 업무 타당성 논쟁과 강의 준비의 시간적 제약, 조직 내 인식의 부족, 보상체계의 불충분 등으로 인해서 비판과 한계를 보이고 있는 것으로 파악되었다. 따라서 우선 경찰청에서는 동료강사 활동의 방향성에 대한 내외부의 다각적인 논의를 실시하여 강의 주제에 따라 민간강사를 적절히 활용하고, 동료강사의 직무 전문성을 향상시킬 수 있는 교육방안을 검토하여야 한다. 둘째, 동료강사에 대해 주기적으로 강의평가를 실시하여 우수 동료강사에 대한 포상을 적극적으로 실시하고, 동료강사의 활동 경력을 교육기관 인사 및 해외 전문가 파견 등에 우대함으로써 동료강사의 선호도를 높여야 한다. 셋째, 동료강사 활동의 활성화를 위해서 강사료를 실질적으로 인상하고 교육 준비 시간을 보장할 필요성이 있으며, 동료강사 활동을 관서평가 가점 항목으로 지정하여 상급자의 지원 및 이해를 증진시킴으로써 동료강사에 대한 긍정적인 인식을 확산시켜야 한다. 넷째, 동료강사에게 정기적인 강의역량 향상 교육을 실시하고 강의 기회를 공정하게 부여함과 동시에 동료강사의 관리 주체를 ‘경찰청 및 시도경찰청 교육계’으로 명시하여 동료강사의 체계적인 관리와 감독이 이루어지도록 해야 할 것이다.

영문 초록

This study analyzed the limitations of peer instructor activities through in-depth interviews with fellow instructors at the National Police Agency and suggested effective peer instructor policy measures. The results of the study showed that job evaluations of peer instructors’ duties and roles were not properly conducted, and that there was no systematic management of peer instructors. In addition, it was found that peer instructor activities were criticized and limited due to debates over the validity of the work, time constraints for lecture preparation, lack of awareness within the organization, and insufficient compensation systems. Therefore, first, the National Police Agency should conduct internal and external multifaceted discussions on the direction of peer instructor activities, appropriately utilize private instructors according to lecture topics, and review educational plans that can improve the job expertise of peer instructors. Second, peer instructors should be actively rewarded by conducting lecture evaluations on peer instructors on a regular basis, and the preference for peer instructors should be increased by giving preferential treatment to peer instructors’ experience in personnel management of educational institutions and dispatching overseas experts. Third, in order to activate peer instructor activities, there is a need to substantially increase instructor fees and guarantee training preparation time, and by designating peer instructor activities as an extra point item in the government agency evaluation, we should promote support and understanding from superiors and spread positive perceptions of peer instructors. Fourth, we should provide regular training to improve teaching skills to peer instructors and provide fair teaching opportunities, and at the same time, specify the ‘National Police Agency and Provincial Police Agency Education Division’ as the management entity of peer instructors to ensure systematic management and supervision of peer instructors.
