경찰정당성 이론에서 준수의무감 척도의 타당화 연구

국문 초록

경찰정당성 이론은 시민들의 자발적인 경찰 협력을 설명하는 핵심 이론으로 활발히 연구되고 있으며, 특히 협력 치안 패러다임에서 그 중요성이 더욱 강조되고 있다. Sunshine과 Tyler(2003)는 경찰정당성을 구성하는 하위 요인으로 경찰 신뢰와 준수의무감을 제시하였다. 이후 Posch 외(2021)를 포함한 연구들은 준수의무감의 규범적 속성을 중심으로 개념을 세분화하고 새로운 측정 방식을 제안하였다. 국내 경찰정당성 연구에서 경찰 신뢰에 대한 논의는 활발하게 이루어지고 있으나, 준수의무감에 대한 연구는 상대적으로 미흡한 실정이다. 이에 본 연구는 준수의무감에 관한 문헌을 검토하고, 이를 기반으로 준수의무감 측정 도구의 타당성을 검증하는 것을 목적으로 한다. 연구를 위해 총 두 번의 설문조사를 실시하여(=500, =300) 탐색적 및 확인적 요인분석을 실시하였다. 분석결과, 준수의무감 척도는 규범적 준수의무감과 비규범적 준수의무감의 2요인 구조임을 확인하였으며, 이는 Posch 외(2021)을 비롯한 선행연구의 결과를 지지한다. 또한 이론적 논의에 근거하여 경찰 신뢰, 경찰 협력 의사, 법위반 합리화에 대한 상관분석을 실시한 결과, 각 구성개념의 수렴 타당도와 준거 타당도가 확인되었다. 이러한 결과는 향후 경찰정당성 연구에 있어 내재적 가치와 자발적 동기에 기초한 규범적 측면과 외적 요인에 의한 비규범적 측면을 명확히 구분하여 연구할 필요가 있음을 시사한다.

영문 초록

The theory of police legitimacy has been actively studied as a key framework for explaining citizens' voluntary cooperation with the police, and its importance has been increasingly emphasized within the paradigm of cooperative policing. Sunshine and Tyler(2003) identified trust in the police and obligation to obey as key components of police legitimacy. Subsequent studies, including Posch et al.(2021), have further refined the concept by focusing on the normative and non-normative aspects of obligation to obey and proposed developed measurement. While trust in the police has been widely examined in domestic studies on police legitimacy, research on obligation to obey remains relatively scarce. Therefore, this study aims to review the existing literature on obligation to obey and validate a measurement tool for assessing this construct. For this study, two surveys were conducted(=500, =300), and exploratory factor analysis and confirmatory factor analysis were performed. The results confirmed that construct of the obligation to obey consists of a two-factor structure: normative obligation to obey and non-normative obligation to obey. This finding supports previous research, including Posch et al. (2021). Additionally, correlation analyses were conducted based on theoretical discussions to examine the relationships between trust in the police, willingness to cooperate with the police, and rationalization of lawbreaking. he results confirmed both the convergent and criterion validity of the constructs. These findings suggest that future studies on police legitimacy should clearly distinguish between the normative aspect, which is based on intrinsic values and voluntary motivation, and the non-normative aspect, which is influenced by external factors.
