국문 초록

이 연구는 경찰관이 바디캠 사용을 지지하는 정도가 민주적 경찰활동 가치 인식에 어떠한 영향을 미칠지를 실증적으로 분석하였다. 이를 위해 전국 일선 경찰관 437명을 대상으로 설문조사를 실시하고, 경찰관의 바디캠 지지 수준과 민주적 경찰활동 가치에 대한 인식 간의 관계를 분석하였다. 현대 경찰은 공공안전 유지와 시민 기본권 보장이라는 두 책무를 지고 있으며, 바디캠은 이러한 책무의 수행에서 투명성과 책임성을 강화하기 위한 핵심 도구로 부상하고 있다. 미국에서는 바디캠 활용을 통해 경찰 물리력 사용을 감소시키고 시민 신뢰를 제고한 바 있으며, 우리나라에서도 최근 바디캠 보급이 확대되는 추세다. 이 연구는 바디캠의 주요 효과로 논의되는 억제효과, 자기인식효과, 책임성 및 신뢰 증진 효과를 바탕으로, 경찰관들의 바디캠 지지 수준과 민주적 경찰활동 가치 인식 간의 관계를 분석하였다. 분석 결과, 바디캠에 대한 지지가 높은 경찰관일수록 시민 대응 방식의 공정성과 민주적 원칙 준수 경향이 유의미하게 높은 것으로 나타났다. 이는 바디캠이 경찰관들에게 스스로 행동을 절제하도록 유도하고 절차적 정의를 준수하는 데 도움을 주어, 결과적으로 민주적 경찰활동을 촉진할 수 있음을 시사한다. 아울러 바디캠은 시민의 권리 보호와 악성 민원으로부터의 경찰 보호라는 이중 역할을 통해 경찰-시민 간 상호 신뢰를 회복하는 매개체로 기능할 가능성을 보여준다. 이 연구는 바디캠의 제도적 정착을 위해 현장 경찰관 인식 개선, 법적 기반 정비, 영상 자료 활용에 대한 윤리적 기준 마련이 병행되어야 함을 제언하며, 바디캠이 단순한 기술 장비를 넘어 민주적 치안 구현을 위한 실천적 수단임을 강조한다.

영문 초록

This study empirically examines the impact of police body-worn camera (BWC) adoption on democratic policing practices. Modern policing entails the dual responsibilities of maintaining public safety and protecting citizens’ fundamental rights, and BWCs have emerged as a key tool for enhancing transparency and accountability in law enforcement. In countries such as the United States, BWCs have been shown to reduce police use of force and increase public trust, and their deployment is rapidly expanding in South Korea. Focusing on the widely discussed effects of BWCs - namely the deterrence effect, self-awareness effect, and improvements in accountability and public trust - this study analyzes survey data to investigate the relationship between police officers’ support for BWCs and their recognition of democratic policing values. The findings indicate that officers with higher support for BWCs tend to show significantly greater adherence to fair and democratic principles in their policing. This suggests that BWCs can encourage officers to self-regulate their behavior and uphold procedural justice, thereby promoting policing aligned with democratic ideals. Furthermore, BWCs appear to serve a dual role in protecting citizens’ rights while also safeguarding officers from malicious complaints, acting as a bridge to rebuild mutual trust between the police and the community. The study recommends that, for BWCs to be successfully institutionalized, efforts should be made to improve frontline officers’ perceptions, establish a clear legal framework, and develop ethical guidelines for video data usage. The study thus emphasizes that BWCs are more than a technological device - they are a practical instrument for achieving democratic policing.
