경찰 112 긴급신고 대응체계 개선방안 - 접수시간 축소와 코드 개편을 중심으로

국문 초록

본 연구의 목적은 국민이 원하는 112 긴급신고 대응에 어려움을 주는 원인을 경찰의 112 접수 및 처리절차를 중심으로 알아보고 절차상 개선할 방안을 모색하는 것이다. 이를 위해 112 신고 접수 및 처리절차를 흐름에 따라 분석하였으며, 특히 긴급신고를 한 국민들은 빠른 경찰 도착을 원한다는 점에서 단계별로 접수시간을 늘리거나 경찰출동시간을 지연시키는 원인, 그리고 출동경찰의 직관적 신고상황 파악에 장애가 되는 원인을 파악하였다. 분석 결과 112 경찰이 신고자와 통화를 종료하고 신고내용을 입력하여 출동경찰에게 지령하기까지의 시간이 국민 입장에서는 길게 느껴질 수 있어 이를 줄여야 한다는 점을 도출하였다. 그리고 112 경찰이 신고내용을 입력하면서 출동경찰에게 직관적으로 신고내용을 알려줄 수 있는 종별코드가 그 역할을 다하지 못함을 확인하고 이를 개편할 필요성도 도출하였다. 이를 통해 112 경찰이 신고자와 통화하는 도중에도 경찰이 출동할 수 있는 선지령 시스템을 대응코드 1 중 사회적 약자를 대상으로 하는 범죄에도 적용할 것을 제언하였다. 그리고 112 경찰이 신고내용을 글로만 입력할 것이 아니라, 종별코드에 따라 꼭 받아야 할 정보들을 체크박스로 만들어 시스템화하는 방안도 제시하였다. 또한 종별코드가 전통적인 범죄 대응 역할에서 벗어나 국민의 안전과 관련된 문제를 해결해 달라는 국민의 변화된 요구에 부합하도록 새로운 재난코드의 신설, 화재와 소음코드의 세분화도 제언하였다.

영문 초록

The purpose of this study is to identify the factors hindering effective responses to 112 emergency calls from the public, focusing on the reception and processing procedures within the police system, and to explore ways to improve these procedures. To achieve this, the reception and processing procedures of 112 emergency calls were analyzed step by step. Particular attention was given to identifying the causes that prolong the reception time, delay police dispatch, or hinder responding officers' intuitive understanding of the situation, all of which are critical for ensuring swift police response, as desired by the public. The analysis revealed that the time taken by 112 police officers to end the call with the reporter, input the details, and issue a dispatch order may feel excessively long from the public's perspective, highlighting the need to reduce this duration. Furthermore, the study found that the classification codes used by 112 officers to convey emergency details to dispatched officers were not performing their intended function effectively, underscoring the necessity for restructuring these codes. Based on these findings, the study suggests the implementation of a “pre-dispatch system” that allows police to be dispatched even during the ongoing call, extending the application of response code 1 to crimes involving vulnerable social groups. It also proposes the introduction of a system where 112 officers input information not only as text but also by checking mandatory details categorized under classification codes. Moreover, the study recommends establishing new disaster codes and refining existing codes for incidents such as fires and noise complaints to align with the evolving public demand for resolving safety-related issues beyond traditional crime responses.
