국문 초록

전 세계에서 발생하는 테러범죄는 동기 요인들이 다양해지고 있으며, 공격형태나 방법도 첨단기술을 활용하는 형식으로 진화하고 있다. 이에 세계 각국의 대테러정보기관은 일반범죄와 다르게 취급하여 사전 예방적 기능을 중시하고 있으며, 관련 법제나 시스템도 적절하게 대응하고 있다. 국내의 경우 대테러정보기관으로서 테러정보통합센터를 운영하고 있으며, 실무적 지휘 및 조정 역할을 담당하는 국가대테러센터를 운영하고 있다. 즉, 테러정보통합센터에서는 국내외 주요 테러사건과 관련 조직에 대한 전문 정보를 제공하고, 국가대테러센터에서는 대테러 유관기관에 대한 실무조정, 대테러 정책 시행 및 법령 조정, 대테러활동 국제협력 및 교육과 훈련, 대테러 상황관리 및 분석, 테러대책 실무위원회 운영, 테러대상시설 안전대책 수립 및 점검 지원 등에 대한 임무를 수행하고 있다. 이에 국내외 테러정세를 적극 반영하여 전문적이고 실효적인 대테러정보기관을 운영해야 한다.

영문 초록

The motivations for terrorist crimes occurring around the world are becoming more diverse, and the attack forms and methods are also evolving into forms that utilize cutting-edge technology. Accordingly, Counter-terrorism intelligence agencies around the world are treating them differently from general crimes, emphasizing their preventive functions, and responding appropriately with related laws and systems. In Korea, the Terrorism Information Integration Center(TIIC) is operated as a counter-terrorism intelligence agency, and the National Counter-Terrorism Center(NCTC) is operated to play a practical command and coordination role. In other words, the Terrorism Information Integration Center(TIIC) provides specialized information on major domestic and international terrorist incidents and related organizations, and the National Counter-Terrorism Center(NCTC) performs tasks such as practical coordination for counter-terrorism related organizations, counter-terrorism policy implementation and legal coordination, international cooperation and education and training for counter-terrorism activities, counter-terrorism situation management and analysis, operation of the Counter-Terrorism Working Committee, and establishment and inspection support for safety measures for terrorist target facilities. Accordingly, professional and effective counter-terrorism intelligence agencies should be operated by actively reflecting the domestic and international terrorist situation.
