국문 초록

이 논문은 대규모 행사에서 발생되는 다중운집의 군중밀집상황에서 테러를 예방하고 혼잡사고를 방지하기 위한 민간경비 활용방안을 연구하였다. 이에 관련 이론들을 살펴보고 해외에서의 대규모 행사 테러 및 혼잡사고의 대표적인 사례를 토대로 내용을 분석하였다. 연구의 분석을 위하여 2013년 미국 보스톤 마라톤 폭탄테러와 2015년 프랑스 파리 동시다발테러, 2019년 스리랑카 부활절 폭탄테러의 테러사례를 살펴보았고 2001년 일본 아카시 여름축제와 2010년 독일 뒤스부르크 Love Parade 축제, 2022년 한국 이태원 할로윈 축제의 혼잡사고사례를 살펴보았다. 연구결과 첫째, 혼잡·교통유도경비업무에 따라 민간경비를 적극 활용하여 다중운집 상황에서의 테러예방활동을 체계적으로 수행할 수 있도록 민간경비시스템을 구축할 필요가 있다. 둘째, 대규모 행사 시 전문성을 갖춘 민간경비요원을 필수적으로 배치하여 테러를 예방하고 안전한 행사를 위한 대책을 마련해야 한다. 셋째, 다중운집 테러예방을 위한 AI대테러장비 과학화 및 플랫폼을 도입하여 실시간 모니터링을 통해 테러예방과 혼잡사고에 대응해야 한다. 넷째, 이동식 볼라드 활용방안을 모색함으로써 군집체류현상을 방지하고 차량돌진 테러나 혼잡사고를 예방해야한다.

영문 초록

This paper studied the use of private security to prevent terrorism and congestion accidents in the crowd-crowded situations of multi-crowd at large-scale events. Therefore, related theories were examined, and the contents were analyzed based on representative cases of large-scale event terrorism and congestion accidents abroad. For the analysis of the study, we looked at the terrorist cases of the Boston Marathon bombings in the United States in 2013, the simultaneous terrorist attacks in Paris in France in 2015, and the Easter bombings in Sri Lanka in 2019, and the congestion accidents of the Akashi Summer Festival in Japan in 2001, the Duisburg Love Parade Festival in Germany in 2010, and the Itaewon Halloween Festival in Korea in 2022. According to the study, first, it is necessary to establish a private security system so that terrorist prevention activities in multiple transport situations can be systematically carried out by actively utilizing private security in accordance with congestion and traffic guidance security tasks. Second, in large-scale events, it is essential to deploy specialized private security personnel to prevent terrorism and prepare measures for safe events. Third, it is necessary to respond to terrorism prevention and congestion accidents through real-time monitoring by introducing AI counterterrorism equipment and platforms for the prevention of multi-crowd terrorism. Fourth, by seeking ways to utilize mobile bollards, it is necessary to prevent the phenomenon of cluster stay and to prevent vehicle collision terrorism or congestion accidents.
