국문 초록

동남아시아 지역은 테러, 범죄, 군사적 공격 등 등 포괄적 국가 안보 측면에서 드론의 위협이 고조되고 있다. 특히 주요 국가들인 싱가포르, 말레이시아, 인도네시아, 필리핀, 베트남, 태국, 미얀마, 캄보디아 등은 국경 및 해양 분쟁, 마약밀수 등 강력범죄, 테러, 산업 스파이 활동 등에서 대론이 위협수단으로 활용되고 있다. 본 연구의 목적은 동남아시아의 드론 위협 양상과 대드론 대응전략을 심층깊게 분석하였다. 이와 더불어 드론테러 발생 위험도 평가모델을 적용한 설문결과를 통해 국가별 4가지 유형의 특화된 대드론시스템 모델을 도출하였다. 싱가포르 중심의 공항 불법드론 대드론시스템, 인도네시아·필리핀·베트남 중심의 국경 및 해양 보안 대드론시스템, 말레이시아·태국 중심의 교도소 마약 밀매 대드론시스템, 미얀마·캄보디아 중심의 정부청사 및 군사시설 보호 대드론시스템 모델이 그것이다. 이 연구를 통해 국내 테러리즘·범죄학·경찰학 측면에서 대드론 역량강화에 기여할 것이다.

영문 초록

The Southeast Asian region is actively utilizing drones in terms of comprehensive national security, including maritime security, terrorism, and crime, but is also facing various drone threats. In particular, major countries such as Singapore, Indonesia, Malaysia, the Philippines, Thailand, Vietnam, Myanmar, and Cambodia are increasingly using drones as a means of threat in border disputes, organized crime, terrorism, and industrial espionage. This study analyzed the drone threat landscape in Southeast Asia from various angles and reviewed each country’s response strategies. In particular, by applying a recently studied drone terrorism risk assessment model and conducting a survey of 30 domestic counter-drone system experts, four new types of counter-drone system application models suitable for the situations of major Southeast Asian countries were proposed. These are the airport illegal drone counter-drone system (Singapore), border and maritime security counter-drone system (Indonesia, Philippines, Vietnam), prison-centered drug trafficking counter-drone system (Malaysia, Thailand), and government building and military facility protection counter-drone system (Myanmar, Cambodia). Through this, we aim to contribute to strengthening domestic crisis management capabilities by suggesting development plans for building a counter-drone system from the perspective of drone security threats such as illegal drones, drug trafficking, crime, and protection of government facilities from the perspective of police science responsible for public security.
