베트남 재외동포의 생활실태와 거주국에 대한 인식에 관한 연구 - 베트남 남부지역에 거주하는 재외동포를 중심으로

국문 초록

베트남 내 한인사회는 1992년 수교 이후 상당한 규모로 성장하며, 연구와 정책적 지원의 중요한 대상이 되고 있다. 그러나 베트남 내 한인사회에 관한 연구는 여전히 초기 수준에 머물러 있어, 이에 대한 체계적인 연구가 필요하다. 본 연구는 베트남 남부지역, 특히 호찌민시에 거주하는 한국 재외동포의 생활실태와 거주국(베트남)에 대한 인식을 파악하고, 한국 정부의 재외동포 정책에 대한 인식을 조사하여 베트남 거주 한인사회를 위한 정책적 제안을 목적으로 한다. 이를 위해 베트남 현지 단톡방을 활용한 온라인 설문조사를 실시하여 재외동포들의 생활환경, 경제, 교육 및 사회환경, 거주국에대한 평가 등을 파악하였다. 연구 결과, 베트남 이주 자체와 이주 후 경제환경에 대해서는 긍정적으로 평가하는 반면, 사회 및 교육환경에 대한 평가는 상대적으로 낮았다. 또한, 베트남 경제의 미래와 베트남인과의 개인적 관계 형성, 베트남인 개개인의 능력, 베트남 치안행정에 대해서는 매우 긍정적으로 인식하는 반면, 베트남 정부의각종 제도와 정책, 그리고 외국인에 대한 지원정책에 대해서는 부정적으로 평가하고 있음을 알 수 있었다. 한국 정부의 지원이 필요하다고 생각하는 분야로는 이주자 자녀교육 지원, 이주자 권익신장 지원, 이주자 구호 및 복지지원 등의 순으로 나타났다. 이러한 연구 결과를 바탕으로 베트남 거주 재외동포 지원 정책과 관련한 함의를 제시하였다.

영문 초록

Since the establishment of diplomatic relations in 1992, the Korean community in Vietnam has grown significantly and has become an important target of research and policy support. However, research on the Korean community in Vietnam is still in its initial stages, and systematic research on it is necessary. This study aims to identify the living conditions of overseas Koreans living in southern Vietnam, especially Ho Chi Minh City, and their perception of their country of residence (Vietnam), and to investigate their perception of the Korean government’s overseas Korean policies to provide policy suggestions for the Korean community in Vietnam. To this end, an online survey was conducted in Vietnam to identify overseas Koreans’ living environments, economy, education, and social environments, and their evaluations of their country of residence. The results of the study showed that while they evaluated the migration to Vietnam itself and the economic environment after migration positively, their evaluations of the social and educational environments were relatively low. In addition, it was found that while they had a very positive perception of the future of the Vietnamese economy, the formation of personal relationships with Vietnamese people, the capabilities of individual Vietnamese people, and the security administration of Vietnam, they had a negative evaluation of various systems and policies of the Vietnamese government, and support policies for foreigners. The areas in which they thought the Korean government needed support were, in order, support for education of children of overseas Koreans, support for the expansion of the rights of overseas Koreans, and support for relief and welfare of overseas Koreans. Based on these research results, implications related to support policies for overseas Koreans living in Vietnam were presented.
