선거제도를 통한 다수제와 합의제의 비교분석: 대표성과 안정성의 균형

국문 초록

상대다수 일위대표제는 승자독식, 패자전몰의 제로섬적인 게임룰이다. 이러한 다수제 선거제도는 필연적으로 사생결단식의 경쟁과 대립을 불러온다. 우리나라는 대표적인 상대다수대표제 국가로 정치·사회·경제적인 양극화와 그로 인한 분열과 갈등이 극에 달하고 있다. 2021년 영국 킹스 컬리지발표에 의하면 세계에서 갈등지수 1위국가로 우리나라를 꼽고 있다. 갈등을 완화하고 정치적 다양성을 존중 할 수 있는 새로운 선거제도를 비롯한 전반적인 정치 패러다임의 전환을 모색하는 것이 시급한 과제이다. 다수제 모델과 합의제 모델을 비교 분석함으로써 정책적대안을 제시하고자 한다. 다수제는 상대다수대표제, 양당제, 단독내각에 의한 권력집중 등으로 일면 명확한 정책 방향과 빠른 의사결정을 가능하게 하지만, 대표성의 측면에서는 심각한 한계를 드러낸다. 반면, 합의제는 비례대표제를 근간으로 다당제, 연립정부, 사회적 합의와 권력분유를 원칙으로 하여 다양한 집단의 의견을 반영하는 데 강점이 있으나, 한편으로는 정책 결정의 효율성 측면에서 도전을 받을수 있다. 영국과 네덜란드의 사례를 통해 다수제와 합의제의 장단점을 파악해보고 우리의 상황에 부합하는 선거제도의 혁신을 비롯한 정치시스템을 제안해 본다. 특히 국민투표를 통해 다수제에서 독일식연동형 비례대표제를 통한 합의제 모델로 전환한 뉴질랜드 사례는 우리에게 시사하는 바가 크다.

영문 초록

The majority of first-place representation is the zero-sum game rule of winner-take-all and loser-war. This majority-election system inevitably leads to competition and confrontation in a dead-end manner. Korea is a representative country with a representative majority-representative system, and political, social, and economic polarization, and the resulting division and conflict are at their peak. According to a 2021 announcement by King's College in the UK, Korea is ranked as the number one country in the world in the conflict index. It is an urgent task to seek a change in the overall political paradigm, including a new electoral system that can alleviate conflict and respect political diversity. By comparing and analyzing the majority system and the consensus system model, policy alternatives are suggested. The majority system enables clear policy directions and quick decision-making through the relative majority representation system, the two-party system, and the concentration of power by a single cabinet, but it reveals serious limitations in terms of representation. On the other hand, the consensus system has a strength in reflecting the opinions of various groups based on the proportional representation system, such as a multi-party system, a coalition government, social consensus, and power sharing, but on the one hand, it can be challenged in terms of the efficiency of policy decisions. The researcher will understand the strengths and weaknesses of the majority system and the consensus system through the cases of the UK and the Netherlands, and propose a political system including innovation in the electoral system that fits our situation. In particular, the case of New Zealand, which switched from the majority system through a referendum to the consensus system model through a German-style linked proportional representation system, has great implications for us.
