국문 초록

본 논문은 동북아지역의 통합선적 및 항구시스템에 대해서 고찰하였다. 동북아지역에서 특히 한국과 일본의 경우 무역증진을 위해 해상운송시스템이 핵심적인 역할을 담당해왔다. 이 지역에 있어서해운 및 항구는 매우 잘 발달되어 있으며 최근 중국에서의 발전 또한 비약적이다. 황해와 동해를 사이에 두고 다섯 나라의 경제주체들이 해상운송라인을 공유하고 있으나 아직까지 동 지역에서의 공동수송망은 일부 항로의 결항 때문에 그리 효과적으로 구축되고 있지않은 실정이다. 특히 북한의 부족한 항만용량과 낙후된 항만시설로 말미암아 동북아지역에 있어서의 항로연계를 통한 장점이 별로 살아나지 않고 있다. 한편 일본과 러시아의 경우비교적 충분한 항만시설을 보유하고 있으나 중국과 남북한의 경우 장기적으로 볼 때 부족한 실정이다. 한국이 동북아지역에서 지향하는 허브항구로서의 목표를 달성하기 위해서는 특히 부산항과광양항을 집중적으로 개발할 필요가 있다. 하지만 한국 정부 예산으로 감당하기에는 너무 벅차기 때문에 민간투자나 해외투자로부터 상당 부분의 재원을 조달해야 할 것으로 보인다. 본 연구의 결론적 시사점으로는 한국 정부가 최소한 두 항만 확장 및 시설현대화를 위한 10개년 계획을 성공적으로 수행하기 위해서는 최소한 전체 소요자금의 절반 이상을 감당해야 할 것으로 보인다.

영문 초록

This paper investigates the prospect of integrated shipping and port system in the Northeast Asia sub-region. In the NEA sub-region, maritime transport has played a key role in promoting trade of Japan and the Republic of Korea. Shipping and ports are well developed in those countries and are also rapidly developing in China. Within the Yellow Sea and the East Sea,the five economies share a common interest in developing and maintaining the shipping lanes. However, a common maritime transport network in the NEA sub-region has not been effectively formed due to missing links. In particular, the lack of sufficient and modern port facilities in the North Korea has constrained the NEA sub-region from taking full advantage of shipping connections.In the NEA region, Japan and Russia Far Eastern Area have relatively sufficient port facilities, while China and two Koreas remain in shortage situation. To reach to the position of the hub ports in the region, port administrators should continuously focus on the development of required port facilities in the national ports including two distinguished ports by funding more. It is intolerable for government to finance all the investment to develop needed port facilities for 10 years, therefore the public sector's port investment is planned to share the burden with private sector or foreign investors. Then, government finally takes about half of total investment and wants to induce foreign or private funding sources into the national port development plan.
