파키스탄 외국인직접투자 제도와 한국기업의 진출전략에 관한 연구

국문 초록

본고는 제도기반 관점에서 잠재시장인 파키스탄의 외국인직접투자 제도를 평가하고 한국기업의 투자전략을 제시한다. 파키스탄 투자에 대한 전략적 가치 및 시장잠재력을 제언하였다. 파키스탄 정부가 제안한 한국기업 투자유치를 위한 경제특별구역법(Special Economic Zone, 2012)의 중요 내용을 검토하고 한국의 투자동향 및 진출사례분석을 통해 성공적 투자전략과 도전과제를 도출하였다. 현지방문을 통해서 롯데그룹 KP케미칼의 파키스탄 PTA인수 사례와 삼부토건의 파키스탄 건설시장 진출과 정착과정을 조사하였다. KP케미칼은 운영상 세금이나 관세 등의 제도적 한계가 있음에도 불구하고 파키스탄을 외국인투자의 매력적인 M&A시장으로 평가하고 있다. 삼부토건 역시, 파키스탄에서 18여년을 인내와 끈기로 운영하고 있는데 한국적 상황에서 이해하기 힘든 계약조건의 변경(예를 들면 공사기간 연장) 등은 파키스탄 정부에서 물가인상 및 환율고려 등을 통해 최종금액이 보상되어 오히려 매력적인 외국인 투자조건으로 평가되었다. 본 연구를 통해 잠재시장인 파키스탄에 대한 외국인직접투자의 제도적 상황을 이해하고 파키스탄에서 외국투자자들에게는 공식(법, 규정, 규칙 등), 비공식(문화, 윤리, 규범 등) 제도적 이해와 접근이 매우 중요함을 제언하였다.

영문 초록

This paper focuses on the foreign direct investment regime and invest strategy of Korean companies in Pakistan from institution-based perspectives. This paper assess the strategic value and market potential for foreign direct investment in Pakistan. This paper review the important contents of the Special Economic Zone(SEZ Bill 2012) for Korea, proposed by the government of Pakistan to attract foreign investment and successful investment strategies and challenges derived. Successful investment strategy is presented through KP chemical M&A and Sambu construction's entry case analysis. Despite taxes or tariff, KP Chemicals evaluated as an attractive market for foreign investment in Pakistan. Sambu construction, also operating in Pakistan 18 years ago, with patience and perseverance, the Korean view is hard to understand the terms and conditions of the change (for example, extend the construction period), the Pakistani government's high inflation and exchange rate considerations, such as the final amount compensation is rather attractive foreign investment conditions were evaluated. This paper suggest that foreign investor's understanding about for formal(eg.laws, regulations, rules), informal (eg.culture, ethics, norms, etc.) institution is very important in Pakistan.
