중국 수자원의 현황과 한국 기업의 투자전략

국문 초록

중국은 수자원이 부족하고, 수질오염이 사회 문제로 부각되고 있으며, 지역별로 큰 편차를 보이고 있다. 중국 정부는 환경오염에 대한 시설 투자를 통해 수자원 공급을 늘리고, 수질을 개선하고자 노력하였다. 중국의 수자원 정책은 여러 부서가 담당하고 있지만 많은 영역을 수리부가 담당하고 있다. 중국의 수자원 정책은 남수북조공정을 시작으로 과학기술계획, 전국수자원종합계획을 거쳐 12.5계획에 이르기까지 지속적으로 수자원 보호에 관심을 기울이고 있다. 중국의 수자원 산업에 대한 외국기업 투자는 상수도시설, 배수부문, 하수도시설로 구분할 수 있다. 투자 형태로는 중외합자회사, 중외합작회사, 외국독자기업, 지분투자, TOT 등으로 구분할 수 있다. 중국 수자원시장의 참여 그룹은 대규모 다국적 기업, 인프라펀드, 중국 국내투자자, 국내운영자, 기타 특화된 운영자로 구분할 수 있다. 한국에서 중국에 진출한 여러 기업 가운데 강소성, 사향현에 상수도서비스에 투자하고 있는 K-Water는 대표적인 성공사례로 볼 수 있다. 한국 기업이 중국 수자원 시장에 진출하는 경우에는 리스크를 줄이기 위해 합작회사나 이전-운영-이전(TOT) 방법이 가장 바람직할 것으로 분석된다.

영문 초록

The water resources of China are affected by both severe water quantity shortages and water quality pollution. China has the imbalanced distribution of water resources between south and north. Massive investments in the treatment of environmental pollution are targeted at water supply and water quality including sanitation. Among the various ministries, the Ministry of Water Resources is responsible for the development and utilization of water resources. After the South-to-north water diversion project, the chinese government has issued the Scientific and technical development vision 2050, the National water plan and 12th FYP Priority Guideline. For each of three main types of water operators, Water Treatment Plants(WTPs), Water Distribution and Wastewater Treatment Plants(WWTPs), there are a number of opportunities in China for investors. Currently, BOT and TOT contracts are common for WTPs and WWTPs, though most foreign investors have already participated in the market by Joint venture or Acquisitions. As a good illustration of Korean investment is the K-Water’s WTPs in Jiangsu, Sheyang, it is desirable for Korean enterprises to invest in joint venture with local company or TOT projects.
